- Background
The Ministry of Humanitarian Affairs and Disaster Management (MoHADM) of South West State, with support from the World Food Programme (WFP), is strengthening shock-responsive disaster risk management systems under the Shock Responsive Social Protection (SRSP) framework. A key component of this effort is improving early warning, coordination, information management, and response readiness through functional Emergency Operations Centre (EOC) systems.To support coordination, early warning–early action, and multi-stakeholder response during droughts, floods, and other shocks, MoHADM will recruit an Emergency Operations Centre (EOC) Coordinator.
- Duty Station
Baidoa, South West State of Somalia, with occasional field travel to project districts as required.
- Duration
Two (2) months, with possibility of extension subject to performanceand funding availability,
- Reporting and Supervision
- Reports to the Project Coordinator and the Director Generalof MoHADM.
- Works closely with Partners, district authorities, and relevant line ministries,
- Coordinates with district-level focal points and community structures.
- Purpose of the Position
The EOC Coordinator will support the operationalization and day-to-day functioning of the Emergency Operations Centre, ensuring timely collection, analysis, and dissemination of early warning information, coordination of preparedness and response actions, and effective information flow among stakeholders under the SRSP framework.
- Key Duties and Responsibilities
- Support activation and day-to-day operations of the MoHADM Emergency Operations Centre during alerts and emergencies.
- Coordinate information sharing among government departments, districts, humanitarian partners, and community structures.
- Support organization and documentation of coordination meetings, briefings, and situation updates.
- Collect, compile, and analyze early warning information related to drought, floods, and other hazards.
- Support timely dissemination of alerts, advisories, and situation reports to decision-makers and partners.
- Support linkage between community-based early warning systems, DDMCs/VDMCs, and state-level coordination.
- Assist in capacity strengthening activities related to EOC operations, reporting tools, and coordination mechanisms.

- Functional EOC coordination support provided throughout the assignment
- Regular early warning updates and information products
- Records of coordination meetings and alerts
- Inputs to monthly and final project reports
- Required Qualifications and Experience
- University degree in Disaster Risk Management, Emergency Management, Information Management, Social Sciences, Business Administrations or a related field.
- Minimum 3–5 years of experience in emergency coordination, early warning systems, EOC operations, or humanitarian response.
- Experience working with government institutions or humanitarian partners is required.
- Familiarity with Somalia disaster risks (drought, floods, displacement) is a strong advantage.
- Skills & Competencies
- Strong coordination and information management skills.
- Ability to analyze and present data clearly.
- Good communication and reporting skills.
- Proficiency in English and Somali.
