    II.            Background Information
The Ministry of Humanitarian Affairs and Disaster Management (MoHADM) of South West State of Somalia (SWSS) is the principal state institution responsible for managing and coordinating all humanitarian affairs and disaster management activities in SWS. The ministry was officially established in August 2017.

 

 III.            Description of the post
Due to frequent recurrent emergencies in the South West State (SWS) of Somalia, and the high need for a well timely Emergency Planning, Response and Preparedness.

In view of this, the Ministry of Humanitarian and Disaster Management (MoHDM) seek to hire a short-term advisor to coordinate and shape the emergency related activities in the Ministry for the State. This aims to reach the vulnerable Children and Women in South West State in a well-coordinated manner.

 

 IV.            Duties and Responsibilities

 

The Responsibilities of the Advisor on  Emergency Planning, Response and Preparedness  (EPRP) in the MoHDM SWS will be;

 

·         Assist the ministry to build its capacity to conduct Assessments, Rapid emergency visits as part of the Institutional Capacity Building agenda;

·         Provide emergency program implementation support for the ministry including, but not limited to, recruiting and onboarding trainers and subject-matter experts to support the consultancy, developing emergency mission reports, and creating preparation documents;

·         Initiate and maintain contacts with other organizations in SWS including UNOCHA, World Food Program, and other coordination bodies and clusters to improve their knowledge about the Ministry’s strategic priorities and coordination structures for the disaster and emergency management and response;

·         Support in the preparation and publication of state level Monthly Humanitarian Emergency Bulletin to ensure the collection of accurate information and shared on time for making informed decisions;

·         Provide thorough program analysis and disaster management recommendations to the Ministry and partners;

·         Establish and mentor emergency operation platforms at state level;

·         Support the Establishment of Early Warning System to ensure effective Disaster Preparedness and Response;

·         Provide technical support to the Ministry in establishing of arrangements for the development and adoption of an integrated disaster management SOP for SWS.

·         Monitor, updates and disseminate disaster risk information at State level;

·         Create guidelines and mechanism for the assessment, classification, declaration and review of a disaster;

·         Integrate response and recovery efforts in closely working with relevant line Ministries in the State;

·         Collect documentation of best practices, Human Interest Stories and lessons learnt within the State to contribute to the Disaster Risk Reduction;

V: Qualifications and Competence required

 

Education

University degree in one of the following fields: social sciences, public administration, law, public health, international relations, business administration or other related disciplines.

 

Work Experience

Five years of relevant professional work experience in program/project development, planning, implementation, monitoring, evaluation or administration.

 

VI: Skill Required

 

·         Has strong technical knowledge and demonstrated experience in the area of Humanitarian

·         Field work experience and working knowledge of humanitarian principles, SPHERE standards and project management are an asset.

·         Training/experience in emergency response management highly desirable.

·         Knowledge of working with local Government bodies and community

·         Proficient with Microsoft office package

·         Problem-solving techniques

·         Fluency in an English and Local language
