II. Background and Organizational Context
Ministry of Interior, Local Governments & Reconciliation of Southwest state -SWS are responsible for several essential portfolios, including interior affairs, federal affairs, democratic development, reconciliation, and local governance and decentralization. MoILGR-SWS has a critical and broad mandate in the following areas:
- Implement a credible, inclusive, and peaceful democratization process.
- Manage intergovernmental relations and federal affairs between MoILGR-SWS State and the Federal Government of Somalia.
- Implement a credible, inclusive democratization process
- Deepen people’s awareness of democratic principles and practices based on Islamic values.
- Advance cooperation between Southwest and the Federal Government of Somalia.
- Deliver social reconciliation and ensure a stable and secure Southwest state of Somalia.
The 2023 GPCR Area Based Programme for the South-West State of Somalia project seeks to create conditions for change through the humanitarian-development-peace nexus using an area- based approach to reach communities to increase their resilience to conflict and climate crisis. It takes a holistic and an integrated approach to early recovery and development, using the Six Signature solutions and brings together all the results areas in the CO under one hat. The project establishes inclusive consultation platforms for reconciliation and peacebuilding in communities, including Internally Displaced People (IDPs) and host communities, with heavy emphasis on women and youth, who will engage with local governments to prioritize and have a say in development priorities in their areas. Funds will be allocated to reconciliation, justice, security, economic empowerment, and rehabilitation of services, in particular to increase resilience against droughts and mitigate risks of conflicts. on the following three outputs need to be Delivered :
Output 1: Improved and inclusive service delivery, focusing on addressing the needs of vulnerable groups, including IDPs and enhancing gender equality and inclusion of youth, in fragile geographical areas in Somalia, through strengthened inter-ministerial coordination, gendermainstreamed planning capacities of State & Local authorities.
Output 2: Strengthened capacities and mechanisms for conflict prevention and peacebuilding through formalizing people-centered justice mechanisms and community-based security protocols focusing on vulnerable populations, particularly displaced women and youth.
Output 3: Enhanced gender-responsive recovery solutions and stabilization efforts through improved physical infrastructure, access to basic services and financial/non-financial assets in crisis effected communities focusing on host and vulnerable population including women, youth and IDPs
III. Objectives of Assignment
In fulfillment of the terms of the LoA, MoILGR-SWS is recruiting short-term consultants to implement the LoA work plan through lumpsum deliverable-based contractual arrangements.
IV. Functions/Scope of Work
- Reactivation of the Reference Group with key deliverables to revise, finalize and translate questionnaire, research methodology and data governance framework..
- Organize a ‘refresher course’ (in Baidoa) for enumerators on the revised methodology and framework including the development of workplans for data collection missions.
- Conduct data collection missions at the district levels – focusing on Southwest State (10 districts, 3 enumerators and 4 days per district

- Undertake cleaning, translating, transcribing data generated through KIIs and FGDs audio/discussions, prepare preliminary analysis and conduct internal validation.
- Conduct triangulation, data visualization and dashboard reporting.
- Conduct multistakeholder validation conference on triangulated datasets and thematic dash boards
- Launching of SWS Conflict Navigator (to be jointly launched by the SWS Government, MOIFAR – FGS and UNDP

VI. Review/Approval time
The UNDP SRSP will approve the achievement of Deliverables. Payment will be made upon satisfactory service performance as approved by the UNDP.
VII. Qualifications and Competencies
- Masters -degree university with three years of experience or second-degree university with two years of relevant past experiences
- Excellent report-writing skills
- Proficiency in spoken and written Somali and English languages.
