VACANCY ANNOUNCEMENT

I. General Information

Title of Consultancy:	Translation service for 1. Afmadow District Development Framework (DDF). 2. District Disaster Risk Management (DDRM) guideline.

Supervisor:	Director General of the Ministry
Beneficiary Institution	Afmadow District and Local Governments of Jubaland State.

II. Organizational Context

Ministry of Interior, Jubbaland State of Somalia is the major governmental institution leading the local governance initiatives in the state. It coordinates the different activities of the agencies within JPLG and beyond. The ministry has also a constitutional mandate in overseeing the functions and performance of the local governments. It is mandated to create an appropriate atmosphere within which local governments can flourish including but not limited to the development of policies and legislative frameworks for good local governance, systems, and structures.

With the support of UN JPLG, the Ministry of Interior, Jubaland State of Somalia and in collaboration with local governance stakeholders on the ground, developed the Afmadow district development framework for 2023-2027 (DDF) and the district disaster risk management guideline (DDRM).

Both documents are in English version and the Ministry of Interior is looking for a qualified short-term consultant with a proven track record in similar assignment to undertake the translation assignment of the DDF and DDRM documents.

II. Objectives of the assignment

The objective of the assignment is to obtain a translated version (from English language to Somali language) of the

1. District Development Framework of Afmadow district

2. District Disaster Risk Management guideline.

III. Duties and Responsibilities

The Consultant shall.

· Undertake a desk review of the documents to understand and conceptualize in their original forms (English).

· Go through the materials and get a clear understanding of the content and context.

· Consult the Ministry where necessary and where translation gaps could emerge.

· Translate the Two (2) documents with the officially understandable Somali language.

· Translate scales, units, dimensions in to Somali language where applicable.

· Present the 1^st draft of the translated versions of both documents at the end of the 1^st week of the assignment.

· Accommodate and incorporate comments where necessary from the Ministry.

· Spell-check, proofread and number documents with headers and footnotes.

· Submit the final draft of the translated version of both documents to the Ministry of Interior at the end of the second week of the assignment for verification and acceptance.

IV: Deliverables

The consultant shall deliver the following results during the contract period:

Somali language version (soft copy) of the Afmadow District Development Framework (DDF-2023-2027) book.
Somali language version (soft copy) of the District Disaster Risk Management guideline.

V: Qualifications and Competencies

I. Level of Education:

Master’s degree in social science with a bilingual background, linguistics or communication.

II. Work Experience:

At least five (7) years of relevant experience in policy development and guideline translations.

III. Languages needed:

Excellent oral and written communication skills in English and Somali.

IV. General Skills / Other Requirements:

1. Reliable translation skills with a proven track record.

2. Proven experience in undertaking translation of documents from English to Somali language.

3. Evidence of undertaking similar translation assignments in the Somali context.

4. Excellent communication and presentation skills, analytical and interpersonal abilities.

5. Ability to operate independently.

6. Ability to identify innovative approaches and convince technically the beneficiaries.

7. Computer proficiency with high level of familiarity with commonly used packages like MS office.

8. Ability to work under pressure.
