    II.            Background Information

 

The Ministry of Humanitarian Affairs and Disaster Management (MoHADM) of Southwest State of Somalia (SWSS) is the principal state institution responsible for managing and coordinating all humanitarian affairs and disaster management activities in SWS. The ministry was officially established in August 2017.

 

 III.            Description of the position
The Ministry of humanitarian Affairs & Disaster Management, SWS (MOHADM), is seeking to hire Drought Recovery Coordinator under Somali Disaster Risk Reduction, UNDP. This project supports the provision of technical assistance to the MOHADM, SWS in implementing its overall strategy, prepare detailed work plans, and establish standardized approaches to Disaster Risk Reduction.

This position is four months and MOHADM SWS invites applicants who are citizens of Somalia for this position.  Drought Recovery Coordinator will work under the supervision of SWS Ministry of humanitarian & Disaster Management. Achievement of Deliverables will be approved by the minister. Payment will be made upon certification by supervisor including time sheets for actual dates of work and performance in accordance with activities and deliverables as reported in the activity report.

 

 IV.            Duties and Responsibilities

 

·         Promoting the implementation of strategic development interventions that enhance resilience to drought and climate change.

·         Establish a network of relations with key actors in order to facilitate humanitarian aid to those in need in particularly those affected by the ongoing drought.

·         Establish and maintain a network with INGOs, local NGOs and other humanitarian actors providing aid to population affected by drought.

·         Overseeing implementation of drought resilience, preparedness, response and recovery programs and projects.

·         Coordinating the adoption of systems and mechanisms developed at State level for efficient drought management.

·         Ensuring drought risk management is mainstreamed in the county planning and budgeting processes.

·         Ensuring that drought response and resilience activities are timely and appropriate,

·         Coordinating drought resilience interventions by various governmental and nongovernmental actors such as UN agencies, NGOs, CBOs to facilitate efficiency and synergy.

·         Overseeing development and improvement of the Drought Early Warning System (EWS) to take care of emerging situations.

·         Coordinating the preparation of monthly, quarterly and annual reports for the Ministry

V: Qualifications

 

Education:

 

·         Masters degree in, Disaster Risk Reduction, food and livelihood security or Bachelor degree in Environmental Science, Environmental Management, Climate Change, Disaster Risk Management, Water Resources Management, Development Studies, or a related field.

·

Experience:

Minimum 4 years of relevant experience preferably with some experience in disaster risk management.

VI:Skill Requirements

 

·         Knowledge of working with local Government bodies and community

·         Experience in the use of computers and office software packages (MS word, Excel, presentation slides, internet, etc) and knowledge of spreadsheet and database packages, experience in handing of web based management system

·         Fluency in an English language and Somali – Knowledge of MaayMaay is an added advantage
