Background
In light of the dynamic security landscape and challenges in Galmudug State of Somalia, the Ministry of Internal Security (MOIS) recognizes the imperative of bolstering its security measures in Somali communities. The MOIS in Galmudug is responsible for security and the roll out of State Police. However, several areas in Galmudug remain vulnerable and some areas have limited Police presence.
The MOIS Galmudug is planning to conduct security assessments in key prioritized areas that will include inclusive participation from members of the community. The assessments will provide important baselines on the status of the security in the areas, identify needs of the local population and present an opportunity to translate those security needs into policy making. Following the assessments local security committees with inclusive participation of members in the community, local authorities and local security forces present will be established and empowered to act as liaison with MOIS Galmudug.
The appointment of a Gender Officer who will take part in the assessments signifies MOIS’s commitment to enhancing security for women and girls and to ensure that women’s voices are heard in local communities. The gender officer will ensure that the assessments are gender sensitive, that all consultations groups are inclusive of women.
The ideal candidate should therefore possess a robust understanding of gender and women peace and security. The gender officer is expected to leverage their academic and practical expertise to conduct comprehensive threat security assessments, partake in devising strategic recommendations, and actively contribute to the formulation and implementation of security policies that take women’s security issues into consideration The assessment is supported and funded by UNDP through the BASIS project.
Roles and Responsibilities
By adhering to gender equality and rights-based approach, MOIS endorses equal access, non-discrimination, participation, transparency, accountability and the framing of planning programming within realms international rights conventions. The Gender Officer will be mandated to promote and strengthen the adaptation of those core values, advocating for change, developing and mainstreaming of gender approach throughout all the activities carried out by MOIS Galmudug under the BASIS project:
The officer will:
- Ensure that the security sector development in MOIS Galmudug is gender responsive.
- Support MOIS Galmudug security assessments at the district levels and ensure that gender is mainstreamed through the assessments.
- Travel with the assessment team to selected locations in Galmudug to carry out the security assessment.
- Support the formulation of local security committees and ensure that women are represented in the committees, with a special focus on marginalized groups, including IDPs.
- Establish and maintain linkages with civil society, women´s networks and organizations and other stakeholders in the State and district levels, especially in the areas where assessments and formulation of security committees are taking place.
- To participate in MOIS advocacy efforts at all levels while strengthening women´s participation in the security sector.
- To participate in security coordination meetings to ensure that gender is considered at the policy level.
- Support the analysis of the assessments and ensure that women’s issues are central to mainstreaming gender into security policies and strategic objectives of the ministry.
Measurable deliverable:
- Support and carry out the security assessments at priority locations in Galmudug.
- Ensure women are represented at all levels of the exercise.
- Support the analysis of the security assessments and provide recommendations for improved security for women at the local levels.
Reporting:
- Standard monthly report on progress against deliverable to supervisor that include activities undertaken, what was achieved and time sheets
- Monthly online consultation with BASIS team.
Qualifications:
Bachelor’s degree in human rights, law, international relations or any other related field of study from an accredited university. Master’s degree will be an advantage.
Work experience in areas of human rights or gender is desirable, preferably governmental.
Core Competencies:
- IT competencies in Word, e-mail and coms such as WhatsApp and Zoom/or similar meeting tools.
- Fluent in written and spoken Somali. Proficiency in English is an advantage.
- No criminal record.
- No evidence of any criminal or terrorist associations.
- Conscientious and self-motivated with an ability to work as a team member and on own initiative.
- Ability to work as a part of a multidisciplinary team.
- Demonstrating/safeguarding ethics and integrity.
- Learning and sharing knowledge and encourage the learning of others
