II. Background Information | ||||||||||||
The Ministry of Humanitarian Affairs and Disaster Management (MoHADM) of South West State of Somalia (SWSS) is the principal state institution responsible for managing and coordinating all humanitarian affairs and disaster management activities in SWS. The ministry was officially established in August 2017. | ||||||||||||
III. Duties and Responsibilities | ||||||||||||
The duties and responsibilities of the Head of M&E will be:
· Providing technical inputs on monitoring and evaluation parameters to improve planning, programming and implementation of policies and programs. · Developing in-depth knowledge of M&E system relevant to the mandate of the Ministry to guide performance tracking activities of M&E Officers · Assisting in defining M&E requirements of projects and programs of the South West Ministry of Humanitarian Affairs · Assisting in developing monitoring tools and formats and undertaking data collection activities of the ministry · Conducting preliminary analysis of monitoring data and submitting report to the DG · Supporting departments to appreciate M&E activities by assisting staff of the department to understand the M&E system including performance indicators, evaluation criteria, and assessment and scoring methods to facilitate timely delivery of plans and programs · Preparing and submitting technical and performance reports on M&E activities to the DG · Conducting analysis of monitoring data, documenting findings from M&E activities and submitting monitoring reports to the DG · Working closely with departments to ensure that data collected for purposes of evaluating development policy performance is credible and of high quality · Assisting in the preparation of development policy performance reports by helping to clarify issues on performance M&E outcomes · Assisting departments to interpret and accurately, monitoring and performance progress reports · Undertaking quarterly monitoring for the collaboration with the heads of departments · Undertaking annual impact evaluation for the commission in collaboration with the heads of departments |

V: Qualifications

Education:
· Bachelor’s degree in Economics or related discipline from a recognized university · Bachelor’s degree in Statistics or any relevant field from a recognized university will be an added advantage Experience: 4 years’ experience, 2 of which must have been in the public or nonprofit service |

VI: Skill Requirements | ||||||||||||
· Knowledge of working with local Government bodies and community
· Skill in organizing work of self and others · Governance and Leadership and development · Proficient with Microsoft office package · Problem-solving techniques · Fluency in an English language and Somali – Knowledge of Maay Maay is an added advantage |
