    II.            Background Information

 

The Ministry of Humanitarian Affairs and Disaster Management (MoHADM) of Southwest State of Somalia (SWSS) is the principal state institution responsible for managing and coordinating all humanitarian affairs and disaster management activities in SWS. The ministry was officially established in August 2017.

 

 III.            Duties and Responsibilities

 

·         Provide substantial assistance in the implementation of inclusive, field-level humanitarian coordination mechanisms, including liaison with relevant partner operational agencies, NGOs, and local authorities; support sector/cluster working groups as required; and facilitate exchange on cross-cutting issues;

·         Facilitate substantive linkages between emergency response, preparedness/prevention, rehabilitation and ongoing recovery programs as well as with other related areas such as human rights, etc.

·         Draft and prepare regular situation papers/reports highlighting relevant operational factors affecting the humanitarian situation and response efforts as required for internal and external use;

·         Support inter-agency contingency planning efforts, ensuring linkages between various contingency plans, adequate pre-positioning of stocks as required, etc.

·         Maintain contacts with NGOs, UN agencies and donors with the aim of facilitating coordination and consensus building;

·         Liaise with humanitarian partners on the collection of information to effectively map areas of humanitarian needs and response activities in support of coordination efforts; and track information required for early warning of potential disaster;

·         Facilitate the preparation of inter-agency needs assessments and monitoring missions;

·         Support advocacy initiatives on issues impacting humanitarian needs and response efforts through the collection of information, liaison with humanitarian partners, government officials, and media, development of appropriate strategies, etc;

·         Assist in annual planning, reviews and final evaluation of the project/work plan;

·         Responsible for the daily and smooth management, planning, implementation and coordination of the office activities;

·         Perform other duties, as assigned by the Ministry of Humanitarian and Disaster Management Head of Office or his/her designate.

 

V: Qualifications

 

Education:

·         Bachelor’s degree in Community Development, Development Studies, Sociology, Health Sciences and other relevant fields. Diploma in a relevant field with at least two years of experience is acceptable

·         At least, 3 years of experience in similar position of activity

·         Proven experience in emergency coordination and response programming, preferably in humanitarian context.

VI: Skill Requirements

 

·         Knowledge of working with local Government bodies and community

·         Good management in planning, coordination of office activities

·         Computer literacy and good at Office Suite (Word, Excel and PowerPoint

·         Skill in organizing work of self and others

·         Governance and Leadership and development

·         Proficient with Microsoft office package

·         Fluency in an English language and Somali – Knowledge of Maay Maay is an added advantage
