The Ministry of Humanitarian Affairs and Disaster Management (MoHADM) of Southwest State of Somalia (SWSS) is the principal state institution responsible for managing and coordinating all humanitarian affairs and disaster management activities in SWS. The ministry was officially established in August 2017.

III. Description of the position | ||||||||||||
The Ministry of humanitarian Affairs & Disaster Management, SWS (MOHADM), is seeking to hire Humanitarian Policy Development expert, WFP. This project supports the provision of technical assistance to the MOHADM, SWS in develop robust policies and legislations that prevent aid commercialization within the humanitarian sector in South West State. The expert will be responsible for conducting extensive research, engaging with stakeholders, and drafting policy frameworks that promote transparency, accountability, and integrity in humanitarian assistance.
This position is 12 months but may be renewed depending on performance and availability of funds. The MOHADM SWS invites applicants who are citizens of Somalia for this position. The Humanitarian Policy Development expert will work under the supervision of SWS Ministry of humanitarian & Disaster Management. Achievement of Deliverables will be approved by the minister. Payment will be made upon certification by supervisor including time sheets for actual dates of work and performance in accordance with activities and deliverables as reported in the activity report.

IV. Duties and Responsibilities

||||||||||||
· Provide technical expertise and advice on policy development, including drafting, reviewing, and revising policy documents.
· Conduct a thorough review of existing policies, legislations, and best practices related to the prevention of aid commercialization in the humanitarian sector. · Analyze the current challenges and gaps in the existing system that contribute to aid commercialization. · Engage with relevant stakeholders, including government officials, NGOs, civil society organizations, and international partners, to gather input and insights on key issues and potential solutions. · Collaborate with the relevant stakeholders including South West State legislature to ensure the proposed policies and legislations align with state laws, national laws and international standards. Develop Legislations as well as regulatory mechanisms to enforce the adopted policies and ensure compliance with national laws and international standards. · Provide technical support and capacity-building initiatives to relevant government officials and stakeholders on the implementation of the developed policies |

V: Qualifications
|
||||||||||||
Education:
· University degree in any of the disciplines under Social Sciences, Humanitarian Management and/or · Master degree in Low or related discipline from a recognized university Experience: 10 years’ experience, of which must have been in the public or nonprofit service

VI: Skill Requirements
|
||||||||||||
· Knowledge of working with local Government bodies and community
· Skill in organizing work of self and others · Governance and Leadership and development · Proficient with Microsoft office package · Problem-solving techniques · Fluency in an English language and Somali – Knowledge of Maay is an added advantage |
