II. Background of the assignment. | ||
The Government of Southwest State through the Ministry of Interior, Local Governments, and Reconciliation, and in collaboration with the United Nations capital development fund, established a financing durable solution initiative for forcibly displaced people (FDPs).
The Financing Durable Solutions Initiative for Forcibly Displaced People (FDPs) is designed to promote an equitable access to social services and economic opportunities for forcibly displaced persons in host cities in developing countries so that they have a better quality of life with dignity. The specific objective of the initiative is to enable forcibly displaced persons to be sustainably financed in the host cities in target countries. Four key results are expected from the project: · Result 1: Established local policy and regulatory framework that creates an enabling environment for FDPs to have access to legal rights, services, and social-economic opportunities. · Result 2: Improved local capacity in increasing own source revenues and strengthening fiscal health. · Result 3: Financing mechanisms designed to unlock private capital for municipal projects that are economically productive with the capacity to absorb commercial funding. · Result 4: Financing and technical assistance provided to create jobs and economic opportunities for FDPs. This is a 4-year project funded by the Swiss Agency for Development and other partners. Pilot countries include Uganda, Kenya, Somalia, and Ethiopia. The pilot cities in phase I of the project include Gulu and Arua (Uganda), and Baidoa and Bosaso (Somalia). The project aims to provide support to 3-5 inclusive infrastructure projects per city and enable up to 15 catalytic MSMEs to promote job creation and economic opportunities for IDPs
The LOA between UNCDF and the Ministry of Interior, Local Government, and Reconciliation is meant to facilitate collaboration in the planning, mobilisation of resources, advocacy, coordination. and implementation of the objectives of this project.
The full integration and socio-economic empowerment of IDPs is sometimes hampered by lack of financial management guidelines, local development investment strategy plans, and frameworks for FDP’s basic rights and access to social economic opportunities. In this context, the Southwest Ministry of Interior Local Government and Reconciliation (MOIFAR) is seeking the services of an individual consultant to review Baidoa’s Community Action Plan and other strategic documents for mainstreaming FDP’s basic rights and access to socio-economic opportunities; and tease out the implications of these on the integration and empowerment of refugees and internal displaced people. The Individual consultant will also recommend measures on how these documents can be revised to ensure that IDPs and visible and are successfully integrated or empowered socially and economically.

III. Objective of the consultancy. | ||
The objective of the assignment is to review Baidoa’s key strategic documents through the lenses of IDPs and their sensitivity to the basic rights and economic empowerment of IDPs. The documents for review should include, (but not limited to), the Baidoa local Community Action Plan, local development investment plans, and financial management guidelines and frameworks. The review should identify gaps regarding the visibility and mainstreaming of IDPs in these documents and make concrete and practical recommendations on how IDPs can be visible and mainstreamed in these documents. | ||
IV. Scope of Work. | ||
The consultancy will undertake the following:
a) Review Baidoa’s local Community Action Plan, and other strategic documents (e.g. local development investment plans, and financial management guidelines and frameworks) for how they mainstream FDP’s basic rights and access to socio-economic opportunities. b) Based on evidence gathered form (a) above, make recommendations and suggestions on how the key strategic documents can be revised to consider the basic rights and socio-economic empowerment of refuges and IDPs, as well as how they can be integrated into community action plans. |

V. Deliverables | ||
· Inception Report – to be submitted within two calendar weeks of a contract signing. The inception report should elaborate on their understanding of ToRs, methodology; indicate the composition and skill set of researchers, and work plan for this assignment.
· Draft Reports on above, – to be discussed with the relevant stakeholders and draft report to be submitted within four calendar weeks of the date of signing of the contract. · Final Draft Reports – to be submitted after three calendar weeks of the date of submission of the first draft report. The final report should ether be prepared or reviewed local development investment plans, financial management guidelines and frameworks for FDP’s basic rights and access social economic opportunities Annexes (list of people interviewed, key documents consulted, primary data collected) |

VII. Requirements | ||
Education.
· Advanced (Master’s) degree in Economics, Public Finance, Public Administration, Political Science, or related discipline; or a first university degree in a relevant field with 5 years of relevant experience may be accepted
Experience. · Proven relevant experience with the UN, local or international program · Experience in use of personal computers and office software packages (MS Word, Excel, etc.) and advance knowledge of web-based communication systems such as Zoom, Teams and etc. |

VIII. General Skills / Other Requirements | ||
1. Excellent communication, presentation, analytical and interpersonal skills.
2. Ability to identify innovative approaches to problems in a challenging environment. 3. Computer proficiency with familiarity with commonly used packages like MS Office, Video Editing and Recording Programs. 4. Ability to Take, store and present the pictures in the most appropriate and scaled in high contrast. 5. Ability to interact with different types of social or facilitate the data collection work. 6. Sound understanding of the political, operational, and service delivery mood of the Local Government, Baidoa residential areas, and the development context of Southwest 7. Experience in working with Local and State Governments within the context of Municipal works and service delivery method |
