II. Background of the assignment. | ||
The Government of Southwest State through the Ministry of Interior, Local Governments, and Reconciliation, and in collaboration with the United Nations capital development fund, established a financing durable solution initiative for forcibly displaced people (FDPs).
The Financing Durable Solutions Initiative for Forcibly Displaced People (FDPs) is designed to promote an equitable access to social services and economic opportunities for forcibly displaced persons in host cities in developing countries so that they have a better quality of life with dignity. The specific objective of the initiative is to enable forcibly displaced persons to be sustainably financed in the host cities in target countries. Four key results are expected from the project: · Result 1: Established local policy and regulatory framework that creates an enabling environment for FDPs to have access to legal rights, services, and social-economic opportunities. · Result 2: Improved local capacity in increasing own source revenues and strengthening fiscal health. · Result 3: Financing mechanisms designed to unlock private capital for municipal projects that are economically productive with the capacity to absorb commercial funding. · Result 4: Financing and technical assistance provided to create jobs and economic opportunities for FDPs. This is a 4-year project funded by the Swiss Agency for Development and other partners. Pilot countries include Uganda, Kenya, Somalia, and Ethiopia. The pilot cities in phase I of the project include Gulu and Arua (Uganda), and Baidoa and Bosaso (Somalia). The project aims to provide support to 3-5 inclusive infrastructure projects per city and enable up to 15 catalytic MSMEs to promote job creation and economic opportunities for IDPs
The LOA between UNCDF and the Ministry of Interior, Local Government and Reconciliation is meant to facilitate collaboration in the planning, mobilizing of resources, advocacy, coordination. and implementation of the objectives of this project.
The full integration and socio-economic empowerment of IDPs is sometimes hampered by the legislative, regulatory or policy prescripts. In this context, the Southwest Ministry of Interior Local Government and Reconciliation (MOIFAR) is seeking the services of an individual consultant to review policy, legislative and regulatory frameworks and tease out the implications of these on the integration and empowerment of refugees and internal displaced people. The Individual consultant will also recommend measures and policy/regulatory changes that need to be affected to enable successful integration and economic empowerment of IDPs.

III. Objective of the consultancy. | ||
The objective of the assignment is to review local, national, and international legislative prescripts with regard to IDPs. The review should provide recommendations on how policies, legal and regulatory frameworks can be adapted to enable integration of IDPs. Whereas much of the local governance policy and regulatory frameworks have already been established by UN JPLG, and government, this assignment seeks to recommend changes that make them more sensitive and inclusive of FDPs. The existing laws and regulations do not specify the responsibilities of local governments with respect to FDPs and refugees and do not foresee economic empowerment of IDPs. Thus, MOIFAR and UNCDF aim to review the state laws on decentralization and local government finance, among others, to (1) assign specific responsibilities for forced displacement management to local governments and (2) create relevant financing mechanisms for FDPs, | ||
IV. Scope of Work. | ||
The consultancy will undertake the following:
a) Evidence based localized analysis of forced migration situations, including seasonality, composition, spatial distribution, etc., and city-level interventions required to cope with it against the relevant current policy, legal and regulatory frameworks, focusing in particular on the aspect of financing durable solutions. b) Legal and regulatory review and development at the city level to adjust local ordinances and regulations to better address the challenges of forced migration. c) Legal and regulatory review of the central/state/regional policies, laws, and regulations that define city capacities to deal with challenges of forced migration and development of amendments to increase that capacity, particularly in terms of fiscal and budget autonomy. d) Explore possibilities of creating functional platform and mechanisms to ensure regular interaction between city authorities and FDP groups to ensure their contribution to city-level strategic, medium-term, and annual planning. |

V. Deliverables | ||
· Inception Report – to be submitted within two calendar weeks of a contract signing. The inception report should elaborate on their understanding of ToRs, methodology, the composition and skills of researcher, and work plan for this assignment.
· Draft Reports on a) and b, c, d) above, – to be discussed with the relevant stakeholders and draft report to be submitted within four calendar weeks of the date of signing of the contract. · Final Draft Reports – to be submitted after three calendar weeks of the date of submission of the first draft report. The final report should be written in a clear and straightforward style, documenting the results of the review and recommendations. The final report should contain the following. o Executive summary o Background: o Localized analysis of forced migration situations o Legal, policy and regulatory review o Findings o Conclusions o Recommendations on how the legal, regulatory, and policy prescripts can be adapted to enable full integration of displaced people. o Annexes (list of people interviewed, key documents consulted, primary data collected)

VII. Requirements | ||
Education.
Advanced (Master’s) degree in Economics, Public Finance, Law, International Humanitarian Law, Public Administration, Political Science, or related discipline; or A first university degree in a relevant field with 5 years of relevant experience may be accepted Experience. · Proven relevant experience with the UN, local or international program · Experience in use of personal computers and office software packages (MS Word, Excel, etc.) and advance knowledge of web-based communication systems such as Zoom, Teams and etc. |

1. Excellent communication, presentation, analytical and interpersonal skills.
2. Ability to identify innovative approaches to problems in a challenging environment. 3. Computer proficiency with familiarity with commonly used packages like MS Office, Video Editing and Recording Programs. 4. Ability to Take, store and present the pictures in the most appropriate and scaled in high contrast. 5. Ability to interact with different types of social or facilitate the data collection work. 6. Sound understanding of the political, operational, and service delivery mood of the Local Government, Baidao residential areas and the development context of SWS 7.
