Invitation to Tender for the Establishment of Hydroponic Units (Procurement and Installation of Hydroponic Units)
Dear Suppliers,
Southwest State, spanning the fertile Shabelle river basins (Afgoye) and urban hubs such as Baidoa, is highly vulnerable to climate shocks. Over the past thirty years, the frequency of droughts and floods has tripled, leading to persistent food insecurity, water scarcity, and land degradation. Traditional farming and pastoral systems, once the foundation of livelihoods, are increasingly unable to meet the demands of a growing population. Women and youth, who are disproportionately reliant on agriculture and informal markets, face heightened risks, deepening household fragility and undermining community resilience.
To address these challenges, the Ministry will introduces hydroponic agriculture as a climate-smart, water-efficient, and scalable adaptation solution. Hydroponics can reduce water usage by up to 90% while ensuring consistent, year-round crop production, making it particularly well-suited to Somalia’s arid and semi-arid environment. Under the leadership of the Ministry of Environment & Climate Change in Southwest State, and will implement Hydroponic units as a interconnected components that provide a pathway for sustainable food security and resilience:

This tender seeks to establish a contract for the supply, delivery, and installation of Hydroponic Units that meets the highest standards of quality and sustainability.
Your tender submission should include a comprehensive proposal detailing the specifications of the greenhouse, the materials to be used, the technology incorporated, and the support services provided. Additionally, please provide a clear and competitive pricing structure, a timeline for delivery and installation, and evidence of previous successful installations of similar structures.
Eligibility for this tender requires that bidders have a proven track record in the supply and installation of greenhouses and are compliant with all local regulations and standards. Please include references from past clients, certifications, and any other documents that attest to your company’s expertise and reliability in this field.
The deadline for tender submissions is 8th November 2025 and all bids must be submitted in accordance with the instructions provided in the tender documentation.
