TERMS OF REFERENCE (TOR)

Title of Position: M&E officer

Organization: Ministry of Internal Security of South West State

Location: Baidoa, with travel

Occupational Groups: M&E

Contract duration: 6 Months (with a possible extension subject to funding)

 

Background

In light of the dynamic security landscape and challenges in Southwest State (SWS) of Somalia, the Ministry of Internal Security (MOIS) recognizes the imperative of bolstering its security measures in Somali communities. The MOIS in SWS is responsible for security and the roll out of State Police. However, several areas in SWS remain vulnerable and some areas have limited Police presence.

The MOIS SWS is planning to conduct security assessments in key prioritized areas that will include inclusive participation from members of the community. The assessments will provide important baselines on the status of the security in the areas, identify needs of the local population and present an opportunity to translate those security needs into policy making. Following the assessments local security committees with inclusive participation of members in the community, local authorities and local security forces present will be established and empowered to act as liaison with MOIS SWS.

The appointment of a M&E officer within the framework of the BASIS project delivery signifies MOIS’s commitment to people centered security, improved data fortifying security protocols, mitigating risks, and safeguarding critical assets. The M&E officer will operate in an environment characterized by various security challenges, including but not limited to, regional instability, potential threats from non-state actors, and emerging risks that demand vigilant attention.

The ideal candidate should therefore possess a robust understanding of the specific security dynamics prevalent in Southwest State. Given the complex nature of security concerns, the M&E officer is expected to leverage their academic and practical expertise to conduct comprehensive threat security assessments, partake in devising strategic recommendations, and actively contribute to the formulation and implementation of security policies aligned with international standards. The assessment is supported and funded by UNDP through the BASIS project.

 

Roles and Responsibilities                

The M&E officer will support the security threat assessments. He/she will need to be capable of carrying out the assessments and translate data into reports. The officer will ensure that the sample size in each location to conduct the assessments meets the criteria of the assessment. The M&E officer will have knowledge of performing security and intelligence analysis, based on various sources. Importantly, the Security Analyst must be self motivated and ready to take responsibility for deliverables as an integral part of a multi-disciplinary team.

Measurable deliverables:

The M&E officer will carry out the following tasks:

  • Participate in the security threat assessments in priority locations
  • Ensure that questionnaires that are sent out as a part of the threat assessments are properly delivered
  • Ensures that target groups are inclusive and provide a good sample to feed into the assessment
  • Coordination with other members of the assessment team and with the MOIS SWS.
  • Analysis the outcomes of the assessments and translate the questionnaires and the feedback into a report to support security policy development

 

Reporting:

  • Standard monthly report on progress against deliverables to supervisor that include activities undertaken, what was achieved and time sheets
  • Monthly online consultation with BASIS team.

 

Qualifications:

Bachelor’s degree in human rights, law, international relations, governance, sociology, methodology or any other related field of study from an accredited university. Master’s degree will be an advantage.

Work experience in areas M&E will be an advance.

Core Competencies:

  • Ability to understand the principles of monitoring and evaluation with emphasis on data collection.
  • IT competencies in Word, e-mail and coms such as WhatsApp and Zoom/or similar meeting tools.
  • Fluent in written and spoken Somali. Proficiency in English is an advantage.
  • No criminal records.
  • No evidence of any criminal or terrorist associations.
  • Conscientious and self-motivated with an ability to work as a team member and on own initiative.
  • Ability to work as a part of a multidisciplinary team.
  • Demonstrating/safeguarding ethics and integrity.
  • Learning and sharing knowledge and encourage the learning of others
