   II.         Background Information

 

The Ministry of Humanitarian Affairs and Disaster Management (MoHADM) of Southwest State of Somalia (SWSS) is the principal state institution responsible for managing and coordinating all humanitarian affairs and disaster management activities in SWS. The ministry was officially established in August 2017.

 

 III.         Description of the position
The Ministry of humanitarian Affairs & Disaster Management, SWS (MOHADM), is seeking to hire Monitoring and Evaluation Officer, WFP.This project supports the provision of technical assistance to the MOHADM, SWS in Develop and implements a comprehensive monitoring and evaluation plan for the Ministry’s programs, projects, and initiatives.

This position 12 months but may be renewed depending on performance and availability of funds. The MOHADM SWS invites applicants who are citizens of Somalia for this position.

The Monitoring and Evaluation Officer will work under the supervision of SWS Ministry of humanitarian & Disaster Management. Achievement of Deliverables will be approved by the minister. Payment will be made upon certification by supervisor including time sheets for actual dates of work and performance in accordance with activities and deliverables as reported in the activity report.

 

 IV.         Duties and Responsibilities

 

·       Develop data collection tools and methodologies to track program performance and outcomes.

·       Collect, analyze, and interpret quantitative and qualitative data to assess the effectiveness and impact of humanitarian programs.

·        Prepare timely and accurate monitoring and evaluation reports, highlighting key findings.

·       Identify lessons learned, best practices, and areas for improvement based on evaluation outcomes and provide recommendations to enhance programs effectiveness.

·       Analyze quantitative and qualitative data to identify trends, patterns, and areas for improvement in program performance.

·       Collaborate and supervise field teams to ensure effective data collection and reporting, providing guidance and technical support as needed.

V: Qualifications

 

Education:

 

·       University degree in any of the disciplines under Social Sciences, Monitoring and Evaluation and/or

·       Master degree in M&E or related discipline from a recognized University

Experience:

5 years’ experience, of which must have been in the public or nonprofit service

 

VI: Skill Requirements

 

·       Knowledge of working with local Government bodies and community

·       Skill in organizing work of self and others

·       Governance and Leadership and development

·       Proficient with Microsoft office package

·       Problem-solving techniques

·       Fluency in an English language and Somali – Knowledge of Maay is an added advantage
