Overview of position

Our Client is one of the major humanitarians and development actors in Somalia. Our client is expanding its health Programme Baidoa and neighboring areas within Bay District and Huddur in south west state. Our client provides technical and operational support for primary healthcare service delivery at static health facilities, mobile medical clinics, and nutrition OTPs.

In this context, our client is recruiting a Health Programme Officer based in Baidoa to implement primary healthcare projects, ensuring delivery of high-quality healthcare to patients through static and mobile clinics, as well through community outreach.

Under the direct supervision of the Health Programme Manager, the successful candidate will be responsible for implementation of projects in Baidoa, including quality control of healthcare services at supported clinics, capacity building of seconded Ministry of Health clinical staff, administrative tasks to enable Programme implementation, liaising with Ministry of Health and other government counterparts, and supporting new initiatives such as expansion of PHC, nutrition, immunization, and community health initiatives to improve health outcomes and prevent disease outbreaks.

Role objectives

  • Oversee client-supported primary health clinics, mobile medical teams, nutrition outpatient therapeutic Programmes in Baidoa town and other regions of Bay district.This includes clinical quality assurance, oversight of data management, supply chain management, assessment of service gaps at clinics and implementation of  corrective measures, and all administrative tasks related to operation of the clinics.
  • Oversee and provide technical supervision to 1-2 health programme assistants in Baidoa.
  • Monitor and assess clinical service delivery to ensure it meets our client quality standards, and that national clinical management and treatment guidelines are strictly followed
  • Keep track of medical supplies and drugs and in ensuring and verifying timely replenishment to avoid stock-outs.
  • Train and build capacity of seconded Ministry of Health staff at the clinics through training, mentorship, and on-job Continuing Medical Education (CME).
  • Monitor the performance of Ministry of Health seconded and partner staff and ensure timely submission of their monthly attendance sheets to Mogadishu Office.
  • Ensure community outreach medical services are provided in accordance with project plans, including health promotion and delivery of curative/preventive services in the community.
  • Implement community health initiatives, including piloting of new initiatives
  • Support the development of strategies to improve health outputs and outcomes, and also expand reach of existing services.
  • Identify project development opportunities on the ground and communicate these proactively to Senior Health Programme Officer & Health Programme Coordinator
  • Submit monthly reports to central team on program activities, coordination meetings, administrative issues, etc.
  • Strengthen partnerships with key stakeholders including the Ministry of Health, UN agencies, and NGO, and coordinate internally with other client programme units operating in Baidoa and region in south west state.
  • Review key epidemiological data every week in a timely manner and contribute to analysis and reporting on the national and cluster HMIS systems.
  • Represent our client in health and nutrition coordination meetings in Baidoa.
  • Undertake duty travel when required, including occasionally to other project location in South west State to monitor projects or provide staffing coverage.
  • Undertake additional tasks that may be assigned by the Health Programme Manager.

Project reporting

  • Under the overall supervision of MHD Programme Manager in Mogadishu, Under the direct supervision of the Health Programme Manager

 

Skills and Qualifications

Further information

  • Bachelor’s Degree in Nursing, or University Degree in Medicine, or related degree from accredited institution
  • High level of computer literacy (MS Office Word, Excel, Outlook).
  • Minimum of two years of experience in clinical practice in Somalia as a nurse, and
  • Minimum of four years of experience overall in clinical practice as a registered nurse.
  • Experience working in south west sate of Somalia.
  • Experience working as a doctor or nurse in emergency settings.
  • Experience in humanitarian programmes for migrants and IDPs.
  • Experience in capacity building of health workers in clinical service provision.
  • Experience in programme management and start-up of new projects
  • Ability to develop relationships with stakeholders including government and local authorities.
  • Experience in monitoring and evaluation of project performance.
  • Ability to work independently with limited day-to-day operational support.
  • Experience working with an international organization is an advantage.
  • English and Somali must be fluent
  • Arabic speaking is advantage
