Office/Unit/Project Description

A Safer Somalia – With The People

 Background.   The Joint Police Programme II (JPP II) for 2024 -26 aims to increase,  throughout Somalia, the presence of effective and accountable Federal and State Police capable of delivering basic policing services as a contribution towards improving security and access to justice to civilian populations in accordance with provisions set in the National Security Architecture (NSArch), New Policing Model (NPM) and the Somalia Security Development Plan.  The JPP II Programme Steering Committee identifies the requirement for national JPP II coordinators to lead and coordinated the implementation, working closely to ensure that all actions are aligned with the requirements and priorities jointly agreed by Federal and State police authorities.

Strengthening the Rule of Law is a necessary precondition for peacebuilding and state-building and has been a priority of governments and international partners for many years. The JPP II continues to support the efficiency, effectiveness, transparency, and accountability of police service delivery to Somali citizens, while supporting the institutional and operational capacities of the federal and state-level security and police institutions, with a focus on human rights and gender responsive measures.

The Programme intends to adopt a more problem-solving and people-centric approach and proposes to combine the institutional and capacity development support provided to federal and state-level police institutions, and the strengthening of community engagement through improved and extended police service delivery and enhanced oversight and integrity mechanisms, allowing citizens to increasingly participate in security sector strategies and protection mechanisms that more effectively respond to their grievances.

Scope of Work Key Functions: 

The coordinators will assist in the implementation of the Joint Police Programme II. The coordinators will play an important role in providing support, coordination and analysis of the Somali context to help with project delivery and engagement with national and international counterparts working on police in Somalia.

Management

Under the overall guidance and co-supervision of the Director General of MOIS, at both FGS and Galmudug, and the JPP II Project Manager, the responsibilities outlined in the Terms of Reference (ToR) will be performed. Additionally, any other relevant tasks related to the effective implementation of the Joint Police Programme II will be undertaken as needed.

1-Ensure the timely implementation of the project activities, focusing on the achievements of the following results:

  • Coordinate implementation of project outputs and project activities in line with the Annual Work Plan and Letters of Agreement (LOA) in respective area of responsibility (FGS/GMS) and UNDP.
  • Liaise directly with the national beneficiary institutions on the implementation of the project activities and keep the respective MOIS and police leaderships updated on
  • Report progress on a monthly basis.
  • Support the UNDP and implementing partners in monitoring the implementation of JPP funded activities, working to resolve issues (within means and authority) and reporting on challenges and risks to implementation.
  • Provide support to the JPP II Programme Steering Committee and other JPP II related meetings.
  • Facilitate engagement with Council of Ministers of Internal Security (CoMIS) and Council of Police Commissioners (CoPC) to ensure Somali ownership of the Programme, meaningful consultation and informed decision making.
  • Provide constant and timely monitoring and analysis of the operating and political environment, suggesting quick readjustments of the project activities where necessary.
  • Engage with international partners (e.g. UNTMIS/IOM/AU) that support FGS/GMSpolice         Participate in JPP II coordination meeting with FGS and FMS where progress updates are shared

2-Ensures facilitation of gender mainstreaming, and knowledge building and sharing:

  • Actively promote women’s participation in the project’s delivery.
  • Actively participate in knowledge networks and take advantage of best practices and lessons learned at the national, regional and global levels.
  • Support project implementation by ensuring that gender is mainstreamed through all activities that should be reflected in the reports coming from the national beneficiaries.
  • Monitor activities to ensure that gender focus is maintained throughout the project delivery.

3-Provides support to enable effective organization of meetings, workshops, seminars and consultations focusing on achievement of the following results:

  • Support the MOIS, UNDP and national counterparts in organizing workshops.
  • Coordinate with partners any administrative, financial, procurement, logistical, travel and security arrangements in implementation of workshops.
  • Ensure that documentation relating to each workshop/event is retained, systematically organized and retrievable for reporting purposes on time.
  • Translation of routine correspondence and short documents (Somali/English) [translation of more complex technical or legal documents will be carried out by expert translators].
  • Interpretation support (Somali/English) during meetings where necessary.
  • Assist with organizing regular monthly progress meetings with national counterparts.

Minimum Qualifications of the Successful Coordinators

Min. Academic Education ·       Master’s degree (or equivalent) in Public or Business Administration, Communications, Political Sciences, Social Sciences, Humanities, or related fields.

·       A first level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Min. years of relevant Work experience ·       At least 5 years of administrative, programme/project or research experience is required.

·       Experience of working with the security sector is required.

·       Experience in the coordination, development and implementation of assistance programmes and projects in post-conflict contexts is desirable.

·       Experience in the facilitation of capacity building is required.  Experience of working with international organizations in Somalia is desirable.

·       Experience of working with government institutions at FGS and GMS is desirable.
·       Experience of working on WPS is desirable.
·       Experience of working with communities is an advantage.
