TERMS OF REFERENCE
Title of Advisory: Reconciliation Advisor
Duration of the Assignment: 3 months
Duty Station: Baidoa, Somalia
Supervisor: Chief of Staff – Office of the President
GENERAL FUNCTIONS
The role of the Reconciliation Advisor is to be the lead advisor in the Ministry of interior of South-West State of Somalia on matters of reconciliation. The specific tasks that the Reconciliation Specialist will undertake include:
- To provide advice to the Office of the President, Chief of Staff and Minister of Interior related to Reconciliationprocess in SWST Support in conducting baseline conflict assessment and peace mapping, research and coordination of data and research on conflicts and peace across the state;
- Help set up Conflict Early Warning and Early Response Mechanism to monitor localized conflicts in all areas;
- Work closely with elders in the region on peace building on conflicted areas such as Bay, Bakol and Lower Shabelle;
- Formulate hands out for peace building and conflict resolutionsession;
- Design result based reconciliation, and peace building on state level and peace building activities across the districts an Identify reconciliation gaps where they exist;
- Provide input to policy development and strategic advice to SWST on the matters relating to social, cultural, resource and political based reconciliations;
- Recommend to Office of the President Reconciliation Action Plan (RAP) with scheduled activities;
- Work closely with the Reconciliation Office of President and Ministry of Interior in SWST on Monitoring the implementation of the guiding principles of RAP across the state;
- Develop and update a matrix mapping out reconciliation activities undertaken by different partners
- Participate in all internal and external meetings representing where and when required.
- Provide a written monthly report with regard to progress against the above mentioned duties, including updates on various conflict drivers.
- Actively participate in the strategy meetings, giving expert level technical guidance where and when required;
ESSENTIAL EXPERIENCE
- Advanced degree in Social Science or related field and at least 5 years of professional experience.
- Strong policy analysis experience and technical understanding of the processes of peacebuilding, reconciliation, conflict resolution and governance strengthening.
- Experience in use of conflict sensitive methodologies and risk analysis.
- Specific experience in carrying out the tasks described in this TOR;
- Exceptional drafting, representation and communication skills in English Fluent in Somali (Maay & Maxaatiri).
