Introduction:
The Ministry of Humanitarian Affairs and Disaster Management is mandated to provide effective coordination of State level Humanitarian interventions, issue timely humanitarian situation updates and alerts. The Ministry has adopted an integrated approach in drought monitoring, forecasting and impact assessment with the aim; to have state-wide drought monitoring and impact assessment, coordinate interventions.
Millions of people in South West State (SWS) are at risk as drought worsens and famine is projected in Baidoa and Burhakaba between October to December 2022 unless urgent multisectorial humanitarian assistance is provided.
Disaster management is not a problem to be solved but an iterative process that requires active facilitation and continual reassessment. In line with its mandate, the Ministry seeks to Develop and review Strategic plan of SWS Ministry of Humanitarian and Disaster Management and year 3 priorities to ensure strategy is aligned to the National development plan of Somalia.
The Ministry is seeking for qualified consultants/firms to develop and review Strategic plan of SWS Ministry of Humanitarian and Disaster Management and year 3 priorities to ensure strategy is aligned to the National development plan of Somalia. Scope of the work:
The consultant firm is expected to develop and review Strategic plan of SWS Ministry of Humanitarian and Disaster Management and year 3 priorities to ensure strategy is aligned to the National development plan of Somalia. The consultant is required to do the following activities:
- Preparing Inception report
- Developing data collection tools
- Conducting Field data collection
- Meeting with the Ministry Staff
- Collecting inputs from the Humanitarian Agencies in the State
- Reviewing In-depth the current expired Plan of Needs Assessment of the Ministry
- Preparing 1st draft of the updated Plan and its Submission
- Sharing findings with the stakeholders for their feedback
- Holding Validation Workshop
- Finalization of the document and
- Submission of the final version

Evaluation of Bids:
MOHADM SWS will evaluate and compare the bids. Determination of compliance with the Solicitation Documents is based on the content of the Bid itself without recourse to extrinsic evidence. The evaluation will take into account the following criteria:
