The Government of Southwest State of Somalia has received funds from the World Bank towards financing of the Water for Agro-pastoral Productivity and Resilience Project being implemented by the Ministry of Planning, Investment & Economic Development. The Ministry of Energy and Water Resources is responsible for component one of the project which is the construction or rehabilitation of water points, and intends to apply part of the proceeds for International Consulting Services. The Project Development Objective (PDO) is to develop water andagricultural services among agro-pastoral communities in dry-land areas of Somalia. The objective of the consultancy is to support the Southwest Ministry of Energy & Water Resources (MoEWR), by providing backstopping engineering and
construction support for site selection and water point construction monitoring. A total of 10 new water points will be constructed/rehabilitated.
Under the direct supervision of a Senior Water Engineer and the MOEWR Director General, the consultant is expected to work closely with the Southwest Ministry of Energy & Water Resource (MOEWR) technical teams. The proposed duration for the assignment is two and half (2 years & 6 Months) annualized contract years starting from the date of contract signing. The satisfactory performance of the firm (s) will be reviewed on a yearly basis.
The Southwest Ministry of Energy & Water Resource now invites eligible

The assignment will be undertaken by a firm with at least eight years’ experience in the relevant field. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, and availability of appropriate skills).
The key short-listing criteria are as follows:
1. Core business of the firm and years in business.
2. Specific experience in successfully implementing similar assignments
(experience in providing backstopping technical assistance and advisory
engineering support in fragile states contexts, as well as proven ability to work with Government staff and commitment to institutional capacity building);
3. Experience of relevant services in an environment similar to that of Somalia.
Previous work experience in Southwest is an added value for the firm;
4. The technical and managerial capability of the firm. Provide only the structure of the organization, general qualifications and number of key staff. Do not provide CVs of key staff. Key experts will not be evaluated at the shortlisting stage.
The attention of interested Consultants is drawn to section III, para 3.14,3.16 & 3.17
of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Projects Financing Goods, Works, Non -Consulting and Consulting Services, July 2016, revised November 2017 and August 2018 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. Consultants may associate with other firms to enhance their qualification but should indicate clearly whether the association is in the form of a joint venture and/or a subconsultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the Consultant Qualification Selection (CQS) method set out in the Procurement Regulations.
