REQUEST FOR PROPOSAL FOR CONSTRUCTION OF AUXILIARY FACILITIES

  UNDER THE PROJECT “SMART IRRIGATION SCHEME FOR INTERNALLY DISPLACED PEOPLE IN BAIDOA”

1.     Introduction
The Ministry of Interior and Local Government (MoI) of the Southwest State (SWS), Baidoa Municipality  and the United Nations Capital Development Fund (UNCDF) have joined to develop a Smart Irrigation project for Internally Displaced Persons (IDPs) in Baidoa.  The project represents a significant step towards a durable solution for IDPs and has two objectives: (i)  to establish a solar-powered irrigation system to enhance agricultural productivity in Barwaqo IDP settlement of Baidoa,  and also improve economic opportunities for IDPs and host community; (ii) improve access to water for IDPs and surrounding communities. The project also aims to improve the lives and livelihoods of displaced people and help them integrate with the host community. The project is deeply aligned with the development agendas of the  SWS government and Baidoa Municipality  as  articulated in several strategic documents.

Central to the vision of this project is increasing food production, strengthening food security and economic self-sufficiency. In parallel, it aims to stimulate economic growth by creating income-generating opportunities for both IDPs and the host community.

MoI engaged the ORICO company to carry out baseline surveys covering crucial areas of the project, including the hydrological, topographical, soil analysis, environmental impact assessment. ORICO also designed the smart irrigation system, developed Bill of Quantities (BOQ) for the irrigation scheme and additional infrastructure (see Annex II).

The Ministry of Interior and Local Government requires the services of a local company to drill a borehole and construct associated infrastructure as outlined below. The service provider will carry out this work according to the specifications in the provided design and will be required to provide regular progress updates to key stakeholders such as the Ministry of Interior, Baidoa Municipality and UNCDF.

3.     Objectives of the assignment
The assignment involves executing the component of the Smart Irrigation project, following the designated design and Bill of Quantities (BOQ). The core objective of this assignment are as follows:

1.     Construction of five auxiliary facilities that will serve as an integral part of the Smart Irrigation System in Barwaaqo IDP settlement .

 

2.       Timely and accurate reporting: to provide weekly comprehensive progress reports outlining the status of construction. These reports are intended to provide a timely and accurate overview of achieved milestones, challenges encountered, and resource allocations. The reports will be submitted simultaneously to the Ministry of Interior, Baidoa Municipality, and UNCDF (see Annex I).

4.     Scope of works
As part of this assignment, a local company will be tasked with drilling a borehole and constructing the associated infrastructure. The scope of work will include drilling and construction of the borehole in accordance with the provided BOQ, as well as regular progress reporting. Adherence to specifications and regular updates on project progress are vital aspects of assignments.

Scope of Work

(i)      Installation of fence (length and height in meters) around the project site and an appropriate gate,

(ii)     Construction of a public restrooms consisting of two rooms with a system of septic tank latrines[1] ( each room consists of two toilets),

(iii)   Construction of a prayer room (size in meters) with a place for ablution located at the entrance to the room,

(iv)   Construction of a building consisting of two rooms (size in meters) for storage of 1) agricultural tools, and 2) agricultural products from the irrigation scheme. Both rooms should be equipped with shelves/sections for separate storage of various items. Both rooms must be equipped with a natural ventilation system.

(v)     Construction of a water kiosk through which IDPs will be provided with water. It should have four taps on the outside and taps on the inside which will be operated by the kiosk employee. It will receive purified water from the utility through a distribution network connected to either a borehole or a water tank. The kiosk should have a small tank (50 liters) in case of interruptions in the water supply to the network.:

While performing the above tasks, the company must follow the provided design specifications and BOQ. Regular communication and accountability are pivotal in this scope of work. A company shall compile and submit comprehensive progress reports at regular intervals. These reports will provide accurate information on the status of the project. The reports will be submitted to the Ministry of Interior, Baidoa Municipality and UNCDF, facilitating informed decision-making and an accurate assessment of the project’s advancement.

5.     Detailed activities
Installation of fence and a gate:

·       Site preparation by thoroughly clearing and preparing the construction site.

·       Installation of a perimeter fence (length and height as well as fence specification) made of high quality, weather resistant materials around the designated project area.

  • Installation of secure gates made of double-leaf metal gates measuring 4.5 x 2.1 m with modern locking mechanisms to control and manage access to the territory. The gate should also include a small pedestrian door made of 3mm thick steel plate welded to both sides of the frame. Application of a specialized anti-corrosion coating or high-quality paint to the fence and gate.

Construction of a public restroom consisting of two rooms:

·       Site preparation by thoroughly clearing and preparing the construction site.

·       Foundation preparation: excavation and preparation of a solid foundation for each toilet, ensuring structural stability and proper drainage.

·       Construction of a building consisting of two separate rooms isolated from each other with well-ventilated extensions for toilets, using durable building materials to ensure durability. Separate, clearly marked areas for men and women will provide separate entrances for privacy and comfort.

·       Installation of water and sewer systems: installation of water and sewer systems by connecting them to the main septic system. These systems will ensure proper sanitation and effective drainage.

·       Installation of water-saving fixtures: equipping each unit with modern water-saving fixtures such as toilets and low-flow faucets. Sufficient lighting must be provided to improve safety and ease of use.

Construction of Prayer Rooms with Ablution facilities:

·       Site preparation: thoroughly clear and level the designated construction site, preparing it for subsequent construction phases.

·       Foundation preparation: excavation and preparation of a solid foundation, ensuring structural stability.

·       Construction of two separate, architecturally different prayer rooms (dimensions as provided in the attached design drawings) for men and women. The rooms must have natural ventilation. The rooms must be connected to solar power for lighting. Install suitable flooring, wall coverings and prayer rugs,

·       Ablution blocks at the entrance to the rooms: Construction of two separate private washing rooms, with water sources and drainage provided.

Construction of two storage rooms:

·       Site preparation: thoroughly clear and level the designated construction site, preparing it for subsequent construction phases.

·       Foundation preparation: excavation and preparation of a solid foundation, ensuring structural stability.

  • Construction of a building (dimensions as provided in the attached design drawings) consisting of two separate rooms (dimensions as provided in the attached design drawings) isolated from each other with well-ventilated extensions. Install well-organized shelving and storage systems that promote efficient use of space and easy access to stored items. Please note that the storerooms will be used for storing the farm tools and certified seeds inputs/fertilizers and packaging for the farmers.

5. Construction of Water Kiosk:

·       Site preparation: thoroughly clear and level the designated construction site, preparing it for subsequent construction phases.

·       Foundation preparation: excavation and preparation of a solid foundation for each toilet, ensuring structural stability and proper drainage.

·       Construction or installation of different components of the kiosk, such as the walls, roof, and doors.

·       Connecting the water kiosk to the primary water supply system and installing a pipe system for  water dispensing.

6.     Final Evaluation:
The technical proposal will account for a weight of 70% while the financial proposal will account for 30%.
7.     Technical Proposal (Total Points 70)
Relevant Experience (30 points):

–          The company has experience in construction. A bidder should provide a minimum of 3 completed/implemented contracts for construction.

Resource Capability (20 points):

–          The company should have a proficient team of technical personnel specializing in construction and should submit a set of Curriculum Vitae (CV) for key personnel. It should include:

1.     a civil engineer,

2.     site supervisor,

3.     an accountant, and

4.     a company manager.

Work Plan (20 points):

–          The company should submit a clear and detailed work plan that provides a step-by-step outline of how they intend to complete the assignment. The work plan should include a logical sequence of tasks, assign realistic timeframes to each phase, and highlight important milestones. An organized work plan showcases the company’s ability to manage the project efficiently and adhere to established timelines

8.     Financial Proposal (Total points 30)
Financial proposals will only be considered from firms that score at least 50 points in the technical proposal. The maximum number of points (i.e., 30 points) will be assigned to the lowest priced proposal, which will be opened and compared among the invited firms that have reached the threshold points (50 points) for the technical assessment. All other price offers will receive points inversely proportional to the lowest price.
9.     Application Procedure and Requirement
The interested bidders are expected to provide the following documentation:

–          A technical proposal with a detailed response to the RFP sections

–          A financial proposal

–          Company profile and CVs of the key staff

–          Evidence of relevant experience of a company during the last four years

–          Prof of registration and/or license for work in Southwest State of Somalia.

Annex I

Details required for the reporting.

The Contractor shall keep daily activity records for the Borehole. Separate records shall be supplied for the borehole upon completion. The records shall contain the information as specified below.

  • Date of reporting.
  • Names of Drilling Team Staff.
  • Bore Diameter and depth, including diameter changes and their corresponding depths.
  • Depth and size of casing at start and end of shift/working day.
  • Description of rocks drilled with depths of transitions encountered.
  • Depths of water struck levels.
  • Depth of the main aquifer.
  • Estimated yield of airlift measurement when drilling and developing with air.
  • Time log (min/meter), for penetration rates for a given type of bit and standby time due to breakdown.
  • Depth intervals at which each formation sample are taken.
  • Records of components and quantities used or added to the drilling or air.
  • Water level at the start of each working day.
  • EC measurements.
  • Problems encountered during drilling.
  • Details on installation in the borehole (if any).
  • Depth and description of well plain and screen casing and
  • Details of work to be invoiced at hourly rates (e.g., test pumping)

A copy of the daily record shall be made available daily to the Hydrogeologist for signature, including any other pertinent data as may be requested by the Hydrogeologist.

[1] Septic tank latrine is a latrine of the septic tank type, together with its filter beds, and includes, activated sludge latrines and aero-bacterial latrines.
