Strengthening the Capacity to Combat Aid Diversion.
Terms of Reference for Capacity Development Consultant or Firm
Background and Objective
The Southwest State of Somalia, like many regions in the country, faces significant challenges related to aid diversion, which undermines humanitarian efforts and exacerbates existing vulnerabilities.
To address this critical issue, the Ministry of Humanitarian Affairs and Disaster Management (MoHADM) seeks to strengthen its capacity.
The individual consultant’s or consulting firm will be to provide technical expertise and capacity development support to MoHADM in achieving this goal, ensuring that humanitarian assistance reaches its intended beneficiaries effectively and efficiently.
Scope of Work
The consultant will be responsible for the following tasks:
A. Comprehensive Needs Assessment
- Conduct a thorough assessment of MoHADM’s current capacity in relation to its controls readiness to address aid diversion effectively.
- Review internal policies, procedures, and accountability mechanisms in place.
B. Capacity Development Plan:
- Develop a tailored capacity development plan to address the identified capacity gaps Include a mix of training, technical assistance, and knowledge sharing activities to build the necessary skills and expertise within MoHADM.
- Prioritize capacity development in areas such as data management, analysis, risk assessment.
C. Specific Policy Development:
- Update and develop internal controls including; financial management, data management and programs reporting tools.
- Specific Policy Development or Updated include;
- Operational and managerial Standard of Procedure
- Financial Management policy.
- Procurement and Contracting Policy with templated, check list etc
- Human Resources policy with Method of reviewing staff performance e) Travel policy
- Data Management and Retention Policy
- Risk register
- Proper travel policy
- Gender and protection policy.
- Segregation of duties
- Fraud prevention and Risk management policy
- annual fraud work plan
- Monitoring & Evaluation policy
- Active Beneficiary complaint feedback mechanism
- Programs reporting tools and templates
- Proper archiving system for financial documents
- Data protection and privacy policies.
- Systems to Check expenses, disbursements are adequately supported by appropriate supporting documents and and check if in compliance with the relevant regulations and rules, policies and procedures of the CP
- Any other important policy
D. Institutional Strengthening
- Assist MoHADM in strengthening its institutional structures and processes to support the implementation of the anti-aid diversion legislation.
- Review and improve internal policies, procedures, and accountability mechanisms to enhance transparency, efficiency, and effectiveness.
- Develop simple Ministry database for tracking assistance in SWS (excel or cloud based)
- Installation of accounting software (QuickBooks) and training staff on better usage of the software.
E. Provision of Training
- Conduct fraud training to relevant government officials and staff to equip relevant government officials and staff with the necessary skills.
F. Stakeholder validation meetings
- Engaging various stakeholders to validate the Legislative Framework against Aid Diversion in the South West State (SWS).
Deliverables
The consultant will be expected to deliver the following outputs:
- A comprehensive needs assessment report and detailed capacity development plan.
- Programs reporting tools and templates.
- A set of policies and guidelines related to internal controls, financial and program review. iv. Develop accounting system such as QuickBooks and deliver training for MoHADM staff.
- Develop simple database for tracking assistance in SWS
Qualifications and Experience
The individual consultant or consulting firm should possess the following qualifications and experience:
- Advanced degree in accounting, finance, audit or a related field from recognized institutions.
- At least 10 years of experience in Finance and accounting, preferably in the context of public sector.
- Strong understanding of the legal and policy frameworks governing public sector in Somalia and international standards on anti-corruption and transparency.
- Experience in conducting capacity assessments, developing capacity development plans, and implementing institutional strengthening measures.
- Excellent communication and interpersonal skills, including the ability to work effectively with diverse stakeholders.
- Proven ability to work independently and meet deadlines.
- Fluency in English is required.
- Experience in working in Somalia preferred.
Timeline
The firm/consultant’s engagement will from October 16 to December 15, 2024, with specific milestones for the delivery of key deliverables.
Reporting and Supervision
The firm/consultant will report directly to Director General, Ministry of Humanitarian Affairs. Regular progress reports will be submitted to MoHADM, and the consultant will be expected to adhere to the agreed-upon timeline and deliverables.
