Title of Position: Security Specialist

Organization: Ministry of Internal Security of South West State

Location: Baidoa, with travel

Occupational Groups: Security experts

Contract duration: 6 Months ((with a possible extension subject to funding)

 

  1. Background

In light of the dynamic security landscape in Southwest State of Somalia, the Ministry of Internal Security (MOIS) recognizes the imperative of bolstering its security measures. The appointment of a Security Specialist within the framework of the BASIS project signifies MOIS’s commitment to fortifying security protocols, mitigating risks, and safeguarding critical assets. The Security Specialist will operate in an environment characterized by various security challenges, including but not limited to, regional instability, potential threats from non-state actors, and emerging risks that demand vigilant attention.

To effectively address these challenges, MOIS seeks a qualified and experienced Security Specialist with a background in security studies, criminology, or a related field. The ideal candidate should possess a robust understanding of the specific security dynamics prevalent in Southwest State. Given the complex nature of security concerns, the Security Specialist is expected to leverage their academic and practical expertise to conduct comprehensive threat security assessments, devise strategic recommendations, and actively contribute to the formulation and implementation of security policies aligned with international standards.

  1. Roles and Responsibilities

By adhering to a security-centric approach that prioritizes risk assessment, threat mitigation, and the protection of critical assets, MOIS recognizes the importance of ensuring safety and stability in Southwest State of Somalia. The Security Specialist will play a pivotal role in upholding core values such as security, resilience, and responsiveness within the context of the BASIS project. This role involves conducting thorough threat security assessments, offering strategic recommendations, and collaborating with relevant stakeholders to implement robust security measures. The Security Specialist will be mandated to champion change, fostering a security-conscious environment, and ensuring that security considerations are seamlessly integrated into all MOIS SWS activities.

  1. Key Responsibilities:

The Security Specialist will be tasked with:

  • Conducting comprehensive threat security assessments in key locations within Southwest State.
  • Providing recommendations to enhance security measures based on assessment findings.
  • Collaborating with relevant stakeholders to implement security protocols and measures.
  • Monitoring and analyzing security trends to ensure proactive responses to emerging threats.
  • Provide advice and assist in the development and implementation of security policies and procedures within the Ministry.
  • Respond to security incidents and emergencies as required by the Ministry.

 

  1. Measurable deliverables:
  • Support and carry out comprehensive security assessments in the target locations for SWS.
  • Collaborate with relevant stakeholders to implement security protocols derived from threat assessments.
  • Provide advice and assist in the development and implementation of security policies and procedures within the Ministry

 

  1. Reporting:
  • Generate comprehensive monthly reports summarizing the outcomes of threat security assessments, including identified risks, vulnerabilities, and recommendations to the supervisor.
  • Maintain regular communication with relevant internal and external stakeholders involved in security initiatives, including feedback received, and any adjustments made to security strategies based on stakeholder input.

 

  1. Qualifications and Experience:
  • A bachelor’s degree in security studies, criminology, or a related field. A master’s degree will be an added advantage.
  • Proven background experience in conducting threat security assessments and implementing security measures.
  • Knowledge of the security dynamics in Somalia specifically in Southwest State of Somalia.

 

  1. Core Competencies
  • Demonstrated proficiency in conducting comprehensive threat security assessments and developing strategies for risk mitigation.
  • In-depth knowledge of security protocols, emergency response procedures, and incident management
  • Ability to analyze complex security situations, identify emerging threats, and provide strategic recommendations based on thorough assessments.
  • Strong analytical thinking for interpreting data, trends, and patterns related to security dynamics.
  • Proven experience in collaborating with internal and external stakeholders, including government agencies, law enforcement, and community organizations
  • Excellent communication skills to foster effective partnerships and ensure a coordinated approach to security.
  • Capability to contribute to the development and implementation of security policies aligned with international standards and best practices.
  • Understanding of legal frameworks related to security operations
  • Commitment to maintaining the highest ethical standards in security operations.
  • Adherence to human rights principles and a rights-based approach in all security-related activities.
  • No criminal record.
  • No evidence of any criminal or terrorist associations
