The Ministry of Humanitarian Affairs and Disaster Management (MoHADM) of South West State of Somalia (SWSS) is the principal state institution responsible for managing and coordinating all humanitarian affairs and disaster management activities in SWS. The ministry was officially established in August 2017.

III. Profile of the position | ||||||||||||||
The purpose of the Senior Response Coordination Officer is to manage and coordinate the emergency preparedness and response activities of the SWSS Ministry of Humanitarian Affairs and Disaster Management (MoHADM) in collaboration with partners and other relevant stakeholders working in emergencies and disasters and act as a liaison for the MoHADM/Partner emergency response operations to emergency/disaster affected population in Southwest State of Somalia. The position is also to create a networking atmosphere amongst MoHADM, the partners and affected populations at state, regional and local levels.

IV. Duties and Responsibilities | ||||||||||||||
The duties and responsibilities of the Senior Emergency Response Coordination Officer will be:
· Coordinate the emergency response programs and activities of the Ministry of Humanitarian Affairs and Disaster Management in the areas of Southwest State of Somalia (SWSS) in collaboration with relevant partners and stakeholders involved in emergency responses in the area of his/her responsibility · Organize and conduct emergency response meetings/forums with relevant humanitarian partners and stakeholders in Southwest of Somalia. · Oversee the activities of regional and district emergency response committees as well as community emergency response committees while organizing and conducting periodic meetings with them to discuss emergency response activities in their respective locations. · Act as a liaison officer and network, on behalf of the ministry, with the partners, regional and local emergency response committees and groups on emergency response programming and activities. · Conduct and facilitate training sessions on emergency preparedness and response for the state/regional/local emergency committees and impart knowledge on emergency planning, preparedness and response mechanisms. · Develop and monitor operational plans for all emergency Response activities conducted in SWSS by the relevant partners and update the DM Department on response activities. · Manage the implementation of emergency response activities to identified extremely vulnerable SWSS areas in close coordination with the relevant stakeholders · Ensure timely and quality delivery of Humanitarian Emergency Response activities for the affected populations in SWSS. · Regularly monitor emergency response activities in SWSS and provide timely inputs to the Director of Disaster Management and the Office of the Minister of Humanitarian Affairs and Disaster Management. · Coordinate and lead rapid needs assessments in areas affected by shocks, or where early warning information suggests a need for early action. · Represent MoHADM in emergency coordination meetings held in SWSS areas and outside the state. · In coordination with the COVID19 SWS high level Taskforce nominated by President of SWSS, the Officer on behalf of the Ministry will be part of the team sensitizing the public on preventive measures and good hygiene practices to minimize risks of getting infected. · Identify the most COVID19 at risk populations such as vulnerable IDPS, the elderly, People Living with Disabilities (PLWD) and Host community living in IDP camps or IDP like setting. · Ensure meaningful participation of persons with disabilities in coordination mechanisms and through all stages of the response, i.e. preparedness, mitigation and response, and related monitoring efforts

V: Qualifications | ||||||||||||||
· Bachelor’s degree in Community Development, Economics, Public Administration, Development Studies, Sociology, Health Sciences and other relevant fields. Diploma in a relevant field with at least three years of experience is acceptable
· At least, two years of experience in similar position of activity · Proven experience in emergency coordination and response programming, preferably in a SWSS government line ministry or L/INGO · Experience in supervising and managing staff · Fluency in both written and spoken English. · Computer literacy and good at Office Suite (Word, Excel and PowerPoint)
