II. Overview of the Position | ||||||||||||
The Ministry of Humanitarian Affairs and Disaster Management (MoHADM) of South West State of Somalia (SWSS) is the principal state institution responsible for managing and coordinating all humanitarian affairs and disaster management activities in SWS. The ministry was officially established in August 2017.
In that regard, the Ministry of Humanitarian Affairs and Disaster Management need technical support to planning and coordination mechanism and cooperation related to humanitarian and development efforts. The Ministry of Humanitarian Affairs plans to develop development strategy, implementation plan and create cohesive linkages between different actors. Coordination and liaison officer plans to offer guidance and assistance to the ministry of Humanitarian Affairs and Disaster Management on coordination and linkages with related humanitarian partners to support state building, humanitarian response and development agenda.

III. Organizational objectives | ||||||||||||
The ministry of Humanitarian Affairs and Disaster Management plans to function for the benefit of developing planning, monitoring, coordination and linkages with relevant humanitarian actors and development partners;
· To support in facilitation of coordination, briefings and recommendations on progress in the areas of coordination to the ministry · Assist the Ministry to establish coordination and communication mechanism in ensuring that the ministries policies are aligned with government priorities and mandated activities on Coordination to the ministry on areas where significant policy gaps exist and make recommendations to ensure gaps and corrective policies measures are undertaken. · Promote information sharing and coordination between the Ministry, line Ministries, humanitarian and development partners in SWS · Ensure the development detailed annual action plans in support of the ministry priorities, defining setting existing and planned activities, roles and responsibilities of different actors, timelines, and required policies |

V: Qualifications | ||||||||||||
Education
Bachelor’s degree or Higher, University degree in Public Policy, Development planning or related disciplines. Work Experience · At least 3 years of proven experience in Federal Member States, Parliament, program development and implementation. · 2 years relevant experience in analytical work in the field of planning, preferably with a focus on Somalia. · Specific experience in carrying out the tasks described in this TOR; · Prior work in SWS area is highly desirable and firm understanding of Somalia context. · Fluency in English and Somali language – Knowledge of Maay Maay is Plus · At least 5 years of proven experience in development management, parliament, program implementation and development. · 2-4 years relevant experience in analytical work in the field of planning, preferably with a focus on developing countries. |
