I. Organizational Context/Background
The Ministry of Internal Security (MOIS) SWS is a large Security institution with a broad spectrum of responsibility for and democratic oversight of the State police, NISA, immigration, the coast guard, weapons and ammunition management, civil defence, and DDR.
The Ministry of Internal Security (MOIS) South West State in collaboration with UNDP, is executing an ‘Area-based Programme in South-West State’ within Hudur District, Bakool Region. This initiative strives to foster transformation by amalgamating humanitarian, developmental, and peace endeavors to bolster community resilience against conflict and climate crises. Throughout the implementation, a core focus lies on establishing consultation platforms for reconciliation, peacebuilding, and trust-building between communities and the government. This effort prioritizes IDPs, especially women and youth, with the ultimate goal of enhancing security in Hudur District.
II. Purpose of this position
The Senior Project Coordinator will lead the execution of the ‘Area-based Programme in South-West State’ in Hudur District, Bakool Region, a collaborative initiative between MOIS South West State and UNDP. This role aims to drive the implementation of project activities as per the agreed Letter of Agreement (LOA), with a focus on enhancing community resilience to conflict and climate crises.
Responsibilities include conducting security assessments, coordinating with local authorities and Police, drafting action plans, and facilitating the rehabilitation of Hudur Police Station. The Senior Project Coordinator will also design and oversee training programs, organize community dialogues on security, and explore innovative security solutions in partnership with UNDP and local security forces.
Fostering collaboration among stakeholders, including MOIS departments and community leaders, while reporting to the Director General of MOIS SWS and working closely with UNDP, the Senior Project Coordinator will contribute to safer communities, trust-building, and stability amidst challenges. This role offers a unique chance to create positive change and lasting impact, particularly for vulnerable groups like IDPs, women, and youth, in Hudur District, Bakool Region of Southwest State.
II1. Job description
The incumbent will carry out the following tasks:
Conduct a rapid assessment on the state of security in Hudur district in collaboration with Hudur authorities, Police and representatives from communities.
Draft an inception report and present an action plan for the implementation of activities as agreed in the LOA (Annex 1).
Liaise on behalf of MOIS SWS with Hudur Authorities, Police and community leaders in selecting locations to implement activities.
Support the drafting of a tender for the rehabilitation of Hudur Police Station.
In collaboration and with support from UNDP and UNSOM, design a training programme for Police based in and around Hudur town.
On behalf of MOIS SWS in collaboration with Police oversee and facilitate the training of Police in Hudur.
In collaboration with UNDP, design and organize community dialogue on security in Hudur, with special focus on IDP communities.
With support from UNDP and UNSOM, in collaboration with Police, explore hybrid security solutions to improve community security in vulnerable communities with special emphasis on women.
Coordinate and work closely with other departments within the MOIS fostering good working relationships.
Responsible for project oversight and reporting to MOIS SWS and UNDP.
Produce monthly progressive report on project implementation.

VI. Recruitment Qualifications and Competencies
Education: Master’s Degree or Bachelor’s Degree in the relevant field or equivalent.
Experience: five to 10 years’ of experience in the field of security.

Project Management: Proficient in project planning, coordination, and implementation, with a demonstrated ability to manage multiple tasks and meet deadlines.
Strategic Vision: Capable of aligning project activities with the overarching goals of enhancing community resilience to conflict and climate crises.
Collaboration: Skilled at fostering cooperation among stakeholders, including MOIS departments, UNDP, local authorities, and community leaders.
Security Expertise: Adept in conducting security assessments, designing training programs, and exploring innovative solutions to improve security in vulnerable areas.
Communication: Strong verbal and written communication skills to effectively liaise with diverse stakeholders, prepare reports, and conduct community dialogues.
Gender Sensitivity: Understanding of gender dynamics and the ability to ensure inclusivity, particularly when engaging women and youth in project activities.
Problem Solving: Proven capability to identify challenges, develop solutions, and adapt strategies to overcome obstacles during project implementation.
Adaptability: Willingness to work in dynamic environments and adapt to changing circumstances while maintaining focus on project objectives.

Fluent in written and spoken Somali and English
