The Ministry of Humanitarian Affairs and Disaster Management (MoHADM) of Southwest State of Somalia (SWSS) is the principal state institution responsible for managing and coordinating all humanitarian affairs and disaster management activities in SWS. The ministry was officially established in August 2017.

III. Description of the position | ||||||||||||
The Ministry of humanitarian Affairs & Disaster Management, SWS (MOHADM), is seeking to hire Short Consultant -DRR under Somali Disaster Risk Reduction, UNDP. This project supports the provision of technical assistance to the MOHADM, SWS in implementing its overall strategy, prepare detailed work plans, and establish standardized approaches to Disaster Risk Reduction.
This position is four months but may be renewed depending on performance and availability of funds. The MOHADM SWS invites applicants who are citizens of Somalia for this position. The Short Consultant -DRR will work under the supervision of SWS Ministry of humanitarian & Disaster Management. Achievement of Deliverables will be approved by the minister. Payment will be made upon certification by supervisor including time sheets for actual dates of work and performance in accordance with activities and deliverables as reported in the activity report.

IV. Duties and Responsibilities

· Assist MoHADM in strategic planning, monitoring and implementation of the DRR project and relevant institutions
· Develop training modules and conduct training on DRR related activities and ensure quality, timely reporting. · With guidance and mentoring from the Head of Disaster Management Unit, the position-holder will lead in DRR related activity planning, implementation, monitoring and reporting. S/he will drive project implementation, ensuring project activities take place on-time, on-target and within budget · Co-ordinate preparation/updating of Disaster Risk Management(DRM) Plans/ Standard Operating Procedures at the state level · Facilitate and support the Technical advisor in preparing and development of the SWS Disaster Risk Reduction Plans · Assist in conducting and organizing workshops at State and district level · Assist in undertaking DRR activities as planned under the projects by addressing planning and development issues · Support the state in strengthening the SWS Disaster Risk Reduction Network by ensuring regular updates at state and district levels · Support MoHADM to Co-ordinate strengthening of Communication Networks with relevant stakeholders · Monitoring processes for overall project to ensure that implementation is in compliance with agreed work plan and timeframe · Manage review meeting, workshop and evaluation in coordination with supporting Partner · Prepare and provide activities periodic progress report · Any other work assigned by the supervisor |

V: Qualifications
|
||||||||||||
Education:
· University degree in any of the disciplines under Social Sciences, Disaster Management and/or · Bachelor’s degree in Economics or related discipline from a recognizeduniversity Experience: 3 years’ experience, 2 of which must have been in the public or nonprofit service

· Knowledge of working with local Government bodies and community
· Skill in organizing work of self andothers · Governance and Leadership anddevelopment · Proficient with Microsoft officepackage · Problem-solvingtechniques · Fluency in an English language and Somali – Knowledge of MaayMaay is an added advantage |
