Overview of the Role.
The Somali Transition Plan and STP Advisor is responsible for contributing to South West State’s implementation of the Somali Transition Plan and policy development by line ministries on behalf of the Regional security council and in support of the Regional Security Office director.
The Advisor will take a lead in garnering support for state STP policies and in particular the state specific transition plan through both internal government and civil society engagement, monitoring the policy environment and staying abreast of developments, drafting policy briefings and reports, networking and collaborating with civil society organisations in South West State.
Duties and Responsibilities
- Take a lead role in drafting and disseminating various materials for policy and advocacy, such as reports, briefings, and submissions to different key stakeholders, presentations and other relevant outputs
- Plan and deliver capacity building workshops for civil servants within the state.
- Participate in the consultation for the development of the state specific transition
- plan including coordinating working groups to produce a joint and agreed upon draft that will be presented to the RSC.
- Develop mechanisms to scan and keep abreast of important developments and policy debates in the policy context, both in South West State as well as the Federal Government
- Contribute to the development of state strategies, monitoring and evaluation on behalf of the RSC.

Knowledge and Experience
Excellent research skills
Good written English skills including ability to produce high quality research and policy outputs
Successful team approach to delivering professional responsibilities
Minumum qulification reuirement
university degree in Political Science, security sector management, , public policy or related field. A first-level university degree in combination with five additional years of qualifying experience may be accepted.
