Purpose of the Position
The Ministry of Interior, Local Government and Reconciliation is charged with the responsibility of coordinating stabilization activities and establishment of democratic and accountable Local Governments in the South State. In close coordination with State, Federal and other stabilization partners, the Ministry developed South West State stabilization strategy and plan to ensure effective coordination of recovery activities that are aligned with the needs and aspirations of the people of the South West State. The multiplicity of stabilization partners, programs and activities and the interdependency of tasks or cross-cutting portfolios require the existence of coordination platforms at different levels to ensure that stabilization activities move in the agreed direction. Strengthening the capacity of SWS stabilization unit and active participation of all stakeholders and actors is a critical component in enhancing the stability of the State. Stabilization is a long term development oriented process that requires sustained commitment of all relevant actors. It was agreed that the following measures be taken to strengthen coordination;
The Ministry is looking for the services of peace building and stabilization officer to support its stabilization unit. The position will be based at the ministry headquarters but may require some travel to the local districts.
Responsibilities
- Report to the head of stabilization unit of the Ministry
- Carry out duties assigned by the head of stabilization and the director of reconciliation and peace building
- Support the head of stabilization unit in the daily coordination of stabilization activities in the State
- Supervise and maintain close coordination with community liaison officers based at the District level to ensure smooth operation of stabilization activities
- In close coordination with the head of stabi8lization unit and community liaison officers develop district profiles and stabilization plans
- Support stabilization actors, stakeholders and partners in the South State
- Collect and compile daily, weekly and monthly briefings and reports from the field community liaison officers and share with head of stabilization units and other relevant departments for prompt action
- Support, train and work with local District peace and stability committees to identify and mitigate emerging conflicts and disputes
- Support the local District administration and security teams with appropriate and accurate information
- Maintain a ministry approved register of traditional elders for all communities in the South West State
- Support and Work closely with traditional elders in resolution of local disputes involving individuals, clans and local community
- Initiate and conduct meetings and consultative workshops on peace, security and stabilization when necessary and as required by the head of stabilization
- Maintain daily attendance records and monthly records of activities planned and accomplished
- Support, observe and abide by all ministry policies and procedures at all times
- Support and train interns and volunteers based at ministry in readiness for deployment by the ministry
Desired qualifications, skills and abilities:
- The position is open to Somali citizens who hold at least Diploma in Public policy/Political Science / Law / Economics / International Relations or other related fields with a minimum of 2 years’ experience in peace building and stabilization
- The ideal candidate must have served in grassroots community peace and reconciliation activities for a period of not less than 2 years preferably in Somalia
- Previous local community service and mobilization required.
- Able to read, write and speak in Somali dialects of Maay or Maxaa and English
- Knowledge and good understanding of local South West State governance and context preferred.
- Good interpersonal skills and knowledge management
- Have a good command and use of computers and the usual standard, of the Internet, the social networks and their main applications.
- Have an excellent communication, and good oral and written presentation skills.
- Have the ability to work under pressure and in a multicultural environment.
- Sense of initiative and responsibility with strict work behavior and ethics
