II. Background and Organizational Context
Ministry of Interior, Local Governments & Reconciliation isresponsible for several essential portfolios, including interior affairs, federal affairs, democratic development, reconciliation, and local governance and decentralization. MO has a critical and broad mandate in the following areas:
- Implement a credible, inclusive, and peaceful democratization process.
- Manage intergovernmental relations and federal affairs between MOILGR SWS and the Federal Government of Somalia.
- Implement a credible, inclusive democratization process
- Deepen people’s awareness of democratic principles and practices based on Islamic values.
- Advance cooperation between Southwest and the Federal Government of Somalia.
- Deliver social reconciliation and ensure a stable and secure Southwest state of Somalia.
In 2019, MOILGR SWS entered a strategic partnership with the UNDP Somalia Reconciliation and Federalization Support (REFS) Project, with the latter supporting the MOILGR SWS reconciliation and federalization efforts throughout the Southwest State of Somalia from 2019 since the conclusion of the REFS project on 30 June 2022.
With REFS being concluded, a successor ‘State-building and Reconciliation Support Program (SRSP)’ is scheduled to start in 2023. To bridge the six months transition period, however, UNDP launched a new Project Initiation Plan (PIP) focusing on the following two interrelated and mutually reinforcing outputs consolidating the achievements of REFS:
- Output 1: Consensus-building on contested issues related to the federal framework in Somalia enabled.
- Output 2: Infrastructure for peace is streamlined by integrating Triple Nexus through civil society engagement at the FGS, FMS, and Local levels
The PIP is designed to ensure continued support of UNDP REFS national and regional government counterparts’ institutional and technical capacities to effectively and efficiently discharge their mandates to achieve envisioned targets for reconciliation and federalization in Somalia.
Accordingly, MOILGR SWS and the UNDP SRSP entered into a Letter of Agreement (LoA) on 25 September 2022, based on which MOILGR SWS will perform the following over the next four months (September-Decepter 2023):
- Action 1.2.1 Organize pre-planning meetings and multi-shareholder coordination forums for the formulation and capacitation of interim/caretaker administration (foundational governance) in newly recovered areas (3 meeting in Xudur, Barawe, and Baidoa)
- Action 1.2.2 Organize pre-legislation policy dialogue/consultation on protection, empowerment, and accountability of Local Elders.
- Action 1.2.3 Document the insider mediation processes followed to resolve the recent five inter and intra-clan conflicts (traditional insider mediation and reconciliation approaches, processes and case studies – [ case studies, data collection/oral histography, legalistic perspective]
- Action 1.2.5 Organize Mayors’ Forum for cross learning on collaborative governance and multi-sectoral governance (minimum: 18 district mayors, 3 regional governors) 2nd week of october
- Action 1.3.6. Conduct a follow up meeting on multi sectoral planning for Hudur and Berdale districts MOILGR.
III. Objectives of Assignment
In fulfillment of the terms of the LoA, MOILGR SWS is recruiting short-term consultants to implement the LoA work plan through lumpsum deliverable-based contractual arrangements.
IV. Functions/Scope of Work
- Organizing and conducting pre-planning meetings and multi-shareholder coordination forums for the formulation and capacitation of interim/caretaker administration (foundational governance) in newly recovered areas (3 meeting in Xudur, Barawe, and Baidoa.
- Organize pre-legislation policy dialogue/consultation on protection, empowerment, and accountability of Local Elders.
- Conducting and documenting community reconciliation initiatives to resolve the recent five inter and intra-clan conflicts (traditional insider mediation and reconciliation approaches, processes and case studies
- Arranging a follow up meeting on multi sectoral planning for Hudur and Berdale districts MOILGR.
- Support the ministry in the training process of the enumerators for the communal data collection linked with the conflict navigator. Workshop
- Develop Terms of Reference Organize for 3 interns for the secretarial support to the Cabinet Committee.

VI. Review/Approval time
The UNDP SRSP will approve the achievement of Deliverables. Payment will be made upon satisfactory service performance as approved by the UNDP.
VII. Qualifications and Competencies
- First-degree university with three years of experience or second-degree university with two years of relevant past experiences
- Excellent report-writing skills
- Proficiency in spoken and written Somali and English languages.
