    II.            Background Information

 

The Ministry of Humanitarian Affairs and Disaster Management (MoHADM) of South West State of Somalia (SWSS) is the principal state institution responsible for managing and coordinating all humanitarian affairs and disaster management activities in SWS. The ministry was officially established in August 2017.

 

III.            Description of the position
The Ministry of humanitarian Affairs & Disaster Management, SWS (MOHADM), is seeking to hire Technical Advisor under Somali Drought Response & Recovery, UNDP. This project supports the provision of technical assistance to the MOHADM, SWS in implementing its overall strategy, prepare detailed work plans, and establish standardized approaches to Drought Response and Recovery.

 

This position is initially for six months but may be renewed depending on performance and availability of funds. The MOHADM SWS invites applicants who are citizens of Somalia for this position.

The Technical Advisor will work under the supervision of SWS Ministry of humanitarian & Disaster Management. Achievement of Deliverables will be approved by the minister. Payment will be made upon certification by supervisor including time sheets for actual dates of work and performance in accordance with activities and deliverables as reported in the activity report.

 IV.            Duties and Responsibilities
The duties and responsibilities of the Technical Advisor Will be;

·         Assist MOHADM and relevant institutions in policy development and implementation

·         Assist MOHADM and relevant institutions prepare detailed work plans; establish standardized approaches to Drought Response and Recovery at state level.

·         Organize and facilitate workshops/forums to strengthen State and Non-State Actors Capacity in order to establish standardized approaches to Drought Response and Recovery in the state

·         Support MOHADM SWS on the preparation of concept notes based on project outputs, provide written inputs to the development of annual work plans for presentation

·         Participate DRR capacity building programme that could potentially shift the focus from the on-going practice of reactive response to a more proactive risk reduction efforts and effective address the disaster risks of the vulnerable communities

·         Conducting workshops on Standing Operating Procedures (SoP) that clarifies roles and responsibilities of the relevant institutions at state and local levels before, during and after a disaster event

·         Providing technical advisory services as well as training to support MoHADM in achieving their DRR milestones on multi-hazards early warning system and setting up an emergency coordination centre

·         Promote information sharing and coordination between Ministries, Office of the President and other relevant state institutions.

·         Write event reports, minutes of meeting on Drought Response and Recovery at state level.

·         Submit high quality monthly reports; compile statistics, and document challenges and lessons learned.

 

V:Required Qualifications

 

·         Bachelor’s degree in Community Development, Economics, Public Administration, Development Studies, Sociology, Health Sciences and other relevant fields. Diploma in a relevant field with at least three years of experience is acceptable

·         At least, two years of experience in similar position of activity

·         Proven experience in emergency coordination and response programming, preferably in a SWSS government line ministry or L/INGO

·         Experience in supervising and managing staff

·         Fluency in both written and spoken English.

·         Computer literacy and good at Office Suite (Word, Excel and PowerPoint)

VI: Skills and Competence Required

 

·         Strong knowledge of the field of expertise with good analytical skills and ability to solve problems.

·         Ability to plan work and manage conflicting priorities

·         Have good communication skills, including the ability to liaise with technical staff and present information.

·         Good interpersonal skills and ability to establish and maintain effective partnership and working relationships with relevant government institutions

·         Ability to support formulation, implementation, planning of development programs and projects;

·         Demonstrates outstanding oral and written communication and presentation skills;

·         Strong IT skills. Encourages the use of new technologies and strives for high standard of professional work;

·         Strong inter-personal skills:

·         Ability to motivate and inter-act with colleagues at all levels within the ministry as well as with inter-agency partners.
