Technical and Compliance Advisor –PIP STABILIZATION SUPPORT FOR SWS-2023
Terms of Reference
The technical and compliance advisor will fully review and certify work volume, and process interim and final payments of the contractors. Ensure timely submission of contractors’ interim payment certificates as stated in the contract’s schedule of payments also review and update specification of works, develop guidelines for quality assurance and quality control system for the smooth implementation of project components evaluating any proposed changes (e.g., time, scope and cost) by the contractor during the course of the Project and advise the client representative accordingly consulting with MOI Director General.
The following specific tasks are required from the consultant:
- Responsible to ensure effective quality control systems of the contractors’ work in compliance with technical specifications, and quality standards.
- Identify and manage risks and initiate corrective action where necessary, so that maximum benefit to clients and stakeholders is achieved.
- Provide general guidance and issue instructions to contractor to ensure works are performed correctly.
- Play a lead role to link the MOILGR-SWS and Hudur Stabilization Support Activities with the UNDP office.
- Assist MOILGR-SWS relevant institutions in policy development and implementation.
- Assist MOI and relevant institutions prepare detailed work plans, establish standardized approaches to Stabilization efforts.
- Develop/implement Community Stabilization interventions/plans.
- Assist MOILGR in the documentation of the stabilization programs, approaches, processes and case studies.
- Provide support to establish and operationalize processes for inclusive and gender responsive national Stabilization mechanisms.
- Assist ongoing Institutional capacity development, training and support for necessary research and diagnostics, support to national Stabilization conferences and associated meetings.
- Support MOI and relevant state institutions to conduct Stabilization for administration towards state building.
- Provide support to the establishment of designated bodies for SWS Stabilization and preparation of clear ‘Rules of Procedures for Stabilization of the state.
- Support to MOI SWS Stabilization plans and conferences and associated meetings forum (women group, clan elders and Youth etc) on Stabilization.

- Organize and facilitate workshops/forums to strengthen State and Non-State Actors Capacity and Government-Citizen Engagement to support State Legitimacy
- Support MOI and relevant Institutions including SWS Ministry of Interior on the preparation of concept notes based on project outputs, provide written inputs to the development of annual work plans for presentation
- Promote information sharing and coordination between Ministries, and other relevant state institutions.
- Write event reports, minutes of meeting on Stabilization co-ordination meetings and State building Efforts in SWS.
- Submit high quality monthly reports; compile statistics, and document challenges and lessons learned.
