Title of Position:  Technical Coordinator

Title of Position:                                               Technical Coordinator (reconciliation and governance), Ministry of Interior Local Government & Reconciliation Southwest State of Somalia.
Type of Contract: Consultant
Duration of the assignment: 1 year (extendable based on satisfactory of performance appraisals)
Duty station: Baidoa but frequently travels to target districts in Southwest state of Somalia.
Supervisor:     Director General/FCA MIDEEYE project manager.

Background

PRIMARY OBJECTIVE: To support Ministry of Interior, local government and reconciliation of Southwest in the Implementation of the National Reconciliation Framework (NRF). This will majorly focus on MIDEEYE project objective that will be co-jointly implemented by FCA/NRTP. The role will support MoI to Coordinate, maintain and initiate effective dialogue with key stakeholders at the local and national levels that are involved in the project implementation. The project objective will be achieved through i) increased national capacity to effectively implement and operationalize National Reconciliation Framework (NRF) in the Federal Government and selected Federal Member States (FMS) to build legitimacy and trust in government institutions, and ii) strengthened inclusive governance and administration for effective basic service delivery in selected FMS, in accordance with NRF and Wadajir National Framework for Local Governance.

Principal duties

  • Support the Southwest government, esp. MoI of southwest on the implementation of the National Reconciliation Framework, National Reconciliation Process and decentralization through local governance structures including planning, reporting, monitoring and evaluation.
  • Coordinate and liaise with different actors and stakeholders of the NRF/NRP, and act as a focal point between MoI southwest and FCA/NRTP.
  • Provide FCA and NRTP regular updates on National Reconciliation sectoral issues and local governance structures and its status and developments in Somalia in order FCA and NETW gain a better and more comprehensive understanding on the local governance structures, reconciliation related issues and opportunities.
  • Lead the formation of the reconciliation unit in consultation with key actors in the ministry and the Senior technical advisor
  • Conduct capacity assessment and develop a comprehensive capacity building strategy for MoI of southwest state in the leadership and effective implementation of the NRF/NRP.
  • Build the capacities of the Reconciliation and local governance Unit within MoI in policy planning and design, as well as strategizing and implementation i.e., national frameworks and road maps.
  • Assist FCA and NETW identify contacts in relevant ministries in Southwest and facilitate communication, coordination and collaboration with these contacts.
  • Provide support and recommendations on programmatic activities related to reconciliation and local governance to FCA and NETW, and to link recommendations to MoIFAR/MoI plans on NRF/NRP.
  • Promote alignment between Somali peacebuilding and reconciliation strategies, policies and initiatives, and the international partners supporting Somalia’s peacebuilding process.
  • Liaise with Somali civil society working in peacebuilding and reconciliation in the state i.e. by providing advisory and enhancing cooperation.

Responsibilities:

Support MoI of southwest technically in the implementation of the National Reconciliation Framework/Process and decentralization through local governance structures in Southwest, including the following:

  • Supporting MoI of southwest by facilitating the implementation of the National Reconciliation Framework/Process, and decentralization through local governance so as to conceptualize, develop implementation modalities, approaches and tools that are aimed to implement National Reconciliation Process and local governance structures in Somalia through consultative, participatory and inclusive process in line with the developed NRF and Wadajir framework.
  • Assessing the level, capacities and needs in MoI of southwest state related to the implementation of the National Reconciliation Process plans and Wadajir framework.
  • Support MoI reconciliation and local governance team/department and develop of systems and tools that enhance its capacity to implement, coordinate, monitor and evaluate NRF/NRP.
  • Support to design and implementation of project-related local reconciliation initiatives and local governance structures.
  • Facilitating and participating in meetings between FCA/NETW and the Southwest state authorities on issues related to reconciliation and local governance efforts;
  • Supporting multi-stakeholders’ coordination, consultations with locals and have good knowledge for moderating conflict resolution dialogues.
  • Liaising and supporting MoIFAR/MoI in matters related to reconciliation and local governance at state level.
  • Participate in all relevant meetings, field visits, workshops, and training activities planned and organized under the project
  • Together with MoI leadership, negotiating with relevant national and international counterparts in the state on issues related to reconciliation and local governance.
  • Preparing concept notes for the proposed activities, as well as reporting and providing recommendations and findings throughout the process for the ministry.
  • Support to end-of-project evaluations.
  • Provide any other support needed.

Competence and experience required:

  • Solid experiences in providing hands-on support, mentorship and capacity development to the staff/personnel including ability to assess and upgrade skills and needs with clear tools for measurement of the impact;
  • Experience and strong capabilities in organizing policy frameworks (including structure design and strategy development);
  • Solid experience or knowledge on the National Reconciliation Framework processes and local governance structures.
  • Experience in working in fragile and conflict contexts, especially where recurrent conflicts rife and where prior districts have been formed through the national Wadajir framework.
  • Master’s degree in Social Sciences, social work, development studies or equivalent experience
  • Proven ability to work independently and in co-operation with different stakeholders in international and Somali context;
  • Extensive knowledge of the Somali context, culture and FCA/NETW programmes in the country is desirable;
  • At least two years’ experience in the field of reconciliation and local governance, conflict resolution, peace building, negotiation skills, forgiveness, reintegration, rehabilitation sectors, and policy development;
  • Ability to contribute to FCA and NETW programme and project planning, implementation, MEAL and reporting.
  • Ability to conduct independent research and analysis;
  • Previous experience working with INGO and public institutions.
  • Language skills: Somali and English

Impact:

  • Technically facilitating the implementation of the NRF and Wadajir national framework and producing concrete output of an enhanced, well adopted and inclusive National Reconciliation Process plan and local governance structures in Southwest state;
  • Mapping reconciliation related and local governance projects in the state and cooperation opportunities for FCA/NETW interventions as well as identifying future collaboration and capacity building areas for FCA and NETW;
  • Enabling FCA Somalia Country Team and NETW to provide National Reconciliation and local governance related recommendations for decision making and funding;
  • Allowing FCA Somalia Country Team and NETW to deliver a high-quality reconciliation, local governance and peace work related project initiatives and proposal to donor community.

Expected Deliverability

  • Clear annual work plan with concrete defined expected outputs approved by FCA/NETW and quarterly consultancy reports
  • Capacity assessment and capacity development strategy for MoI in NRF/NRP implementation
  • Contribution to the planning, revisions of the project activities, provide strategic advice to the project implementation in regard to the reconciliation and the potential synergy for governance components.
  • Follow up and development NRF/NRP implementation plan together with MoIFAR/MoI
  • Compile and ensure NRP documents are gathered and uploaded to the NRF website.
