II. Organization Context
The South-west State Ministry of Interior, Local Government and Reconciliation (MoILGR) is responsible for the local governments portfolio, including district council formation, establishing systems for local governance structures, and strengthening their capacity with a view to promoting democratic and accountable local governments that provide better basic services for stability and enhanced peace.

 

District Councils face a range of challenges related to financial administration and planning including a lack of strategic financial mechanism that results in low district capacity to adapt program and service delivery to changing needs of stakeholders, lack of adequate baseline data and effective data management skills and systems to inform planning processes. The Ministry of Interior, Local Government and Reconciliation (MoILGR)-Southwest State, Bardale District Administrations/ Council  and UN Joint Programme on Local Governance and Decentralized Service Delivery in Somalia (JPLG) realized the need to strengthen the local planning processes and established a new department, the District Development Planning Department in each district to coordinate districts development planning through data collection and analysis, monitoring and evaluation, reporting and ensuring adherence to the National Development process.

 

The Young Graduates (YG) programme was envisaged as an important initial step to support local governments to overcome the constraints occasioned by limited availability of skilled civil servants.  The YG programme also aims at increasing the numbers of youth with local governance skills that will be crucial to the future running of the local governments and the civil service.

 

The UN Joint Programme on Local Governance and Decentralized Service Delivery in Somalia (JPLG) which is a five-year joint programme comprising ILO, UNCDF, UNDP, UN-HABITAT and UNICEF with the overall goal of “creating an enabling environment for improved service delivery and greater stability, through improved legal, policy and system frameworks – building the knowledge of those working in and with local governments” will support the MoILGR in recruiting a Young Graduate for Planning. The YG will act as a support to the district Planning consultant. The position is for a limited period of six months.

 

III. Objective

The Young Graduate will provide support to the local government to fill in the capacity gaps in planning while ensuring they also gain experience in local governance.

Specific Tasks:

In collaboration with the District Planning consultant at the LG:

 

  • Capacity Building Strategy for District Staffs in particular for planning Department Staffs.
  • Work with the districts Departments of Planning in preparation of the annual work plans and budgets, community consultations for projects prioritization, DDF preparation and implementation of the Participatory Planning and Guideline
  • Participate and facilitate trainings on district plans
  • Review previous and existing plans/processes to ensure linkages with state and national plans / processes.
  • Support reporting in line with the district, state, and national plans
  • Assist districts in preparing plans that prioritize specific needs for women, children and vulnerable groups.
  • Support district staff to contribute required information for the Development Assistance Database system
  • Support the district staff to establish a District Resource Centre for district information and data to be easily retrievable

 

IV. Qualifications and experience

 

Education: University Degree in Social Sciences, Business Administration, Finance / Accounting, Public Administration, Development Studies, Political Science, Economics, applied Statistics, Decentralization and Local Governance or other related fields.

 

Experience: The candidates should have graduated from university within the last 3 years.

 

Language: Fluency in written and spoken Somali and English required.

V.  Location of the Work:

 

The Young Graduate will work in the Local Government Office in Bardale with travel to the villages around the district.
